POSITION TITLE: Community Mobilization Officer, USAID Thailand CTIP
LOCATION: Bangkok, Thailand

REPORTS TO: Chief of Party, Thailand Counter Trafficking in Persons Activity
Position Summary:
Winrock International is seeking a Community Mobilization Officer to lead activities in Thailand focusing on prevention and protection activities in the provinces. This is under the USAID Thailand CTIP project which is a ten-year USAID funded project seeking to stop Trafficking and forced labor in Thailand. The Community Mobilization Officer will lead the USAID Thailand Counter Trafficking in Persons (CTIP) Activity’s outreach to the most at-risk populations and trafficked individuals, strengthening and empowering their networks and support systems, improving their understanding of rights and services, and advocating for their increased protection.
ESSENTIAL RESPONSIBILITIES:
The Community Mobilization Officer is responsible for coordinating the work of the partners in the provinces ensuring that they can align to the project indicators and fulfill their workplans.
- In coordination with the USAID Thailand CTIP team and Activity partner organizations, develop and implement inclusive and comprehensive community mobilization plans that address the root causes of TIP and empower at-risk groups and trafficking survivors.
- Coordinate with project partners in target provinces to effectively implement interventions.
- Build the capacity of local institutions to increase access to and quality of services for at-risk groups and trafficking victims, promoting safe migration and redress mechanisms.
- Provide technical oversight and assistance for Activity partners.
- Assist with developing tools and adapting materials and curricula for use in trainings, workshops, and other activities at the community and provincial levels.
- In collaboration with the USAID Thailand CTIP Gender Equality and Social Inclusion Officer, ensure that interventions are tailored to reach the most vulnerable populations, including marginalized groups and those often overlooked in CTIP programming.
- In collaboration with USAID Thailand CTIP Communication officer, seek synergic approaches and implementation on communication related activities with partners that optimize support for migrant workers, marginalized groups and those often overlooked in CTIP programming.
- Ensure that Activity strategies are in line with current best practices and deploy innovative and creative solutions.
- Establish and maintain relationships with relevant local organizations, the RTG, and private sector partners to improve mechanisms and services for at-risk groups and trafficked persons.
- In coordination with the MEL Specialist, provide support to partner organizations on Monitoring, Evaluation, and Learning including collecting data and stakeholder feedback relating to community mobilization activities.
- Coordinate with relevant Winrock programs in the region for a united CTIP response.
- Contribute to quarterly and other reports.
- Other duties as assigned.
QUALIFICATIONS:
Education: Bachelor’s degree or higher in international development, social science, political science, human rights, or another related field.
Technical: Minimum 3 years’ relevant professional experience working at the community level on human rights in Thailand.
Skills/Knowledge:
- Demonstrated ability to work at the community level and tailor interventions to the needs and interests of specific communities.
- Experience designing and hosting training and workshops at the community level.
- Experience working in counter-trafficking preferred.
- Fluent in both English and Thai required.
- Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.
- Excellent written and oral communications.
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
- Willingness to travel and work throughout Thailand as needed.
