Chief of Party for USAID ASEAN Partnership Program

 

Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently accepting expressions of interest from qualified senior-level candidates for a Chief of Party (COP) position on an anticipated 5-year USAID Regional Development Mission for Asia (RDMA)-funded activity: the USAID ASEAN Partnership Program in Southeast Asia.

 

Position Description: The Activity will support expanded engagement with the Association of Southeast Asian Nations (ASEAN) by providing technical assistance to advance economic growth, good governance, and resilience within the region. The Activity aims to strengthen ASEAN’s institutional capacity to guide policies and frameworks to spur inclusive development in the region. The COP will be responsible for leading all technical, financial, and administrative aspects of the project and will coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy. The COP will be the principal link between USAID, Tetra Tech, and other partners, and will provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the project, including monitoring and evaluation and reporting to USAID.​​ This position is anticipated to be based in either Bangkok, Thailand or Jakarta, Indonesia for the life of project (anticipated five years).

 

Responsibilities:

* Provide overall strategic leadership and technical expertise for the project to ensure an integrated vision throughout the ASEAN-USAID Partnership Program.

* Provide direct oversight and supervision for the project’s team; serve as the primary liaison with USAID, the ASEAN Secretariat, implementing partners, subcontractors, other donor projects, and the Tetra Tech home office.

* Develop innovative and sustainable approaches to achieve project objectives and monitor and evaluate project outcomes and impacts.

* Ensure project compliance with USAID, Tetra Tech, and host country policies, rules, and regulations, including relating to implementation of the USAID Local Capacity Strengthening Policy in an ASEAN context.

* Manage all aspects of project implementation, including overall responsibility for personnel, project results, efficient budgeting and financial management.

* Coordinate with ASEAN Member States, the ASEAN Secretariat, the private sector, and other stakeholders, to identify specific technical assistance needs and determine how best to integrate assistance with existing ASEAN programs and resources.

* Oversee technical activities and ensure the project achieves results as defined in the contract.

* Evaluate and document project progress and lessons learned.

* Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables. Assure compliance with Tetra Tech policy, the U.S. Government, and relevant ASEAN (and Member States’) regulatory requirements.

* Lead institutional engagement and coordination, collaboration, and consultation with diverse stakeholders in the region, including government, donors, private sector entities, financial institutions and implementing agencies.

Qualifications:

* Minimum of a master’s degree in international development, economics, public policy, international relations, public administration, law, environmental studies, or another related discipline is required.

* At least 10 years’ project experience working in Southeast Asian countries and/or with the ASEAN Secretariat relating to one or more of the following technical disciplines: international trade, private sector engagement, sustainable economic growth, natural resource management, climate adaptation and resilience public policy, business administration, institutional capacity strengthening and engagement, and/or other relevant technical areas.

* At least 5 years’ experience in a senior management role leading and managing complex development programs and multi-disciplinary teams in ASEAN countries, preferably as a COP for a USAID-funded project or equivalent donor-funded program.

* Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

* Demonstrated success implementing regional or multi-country programs in similar contexts.

* Strong familiarity with the policy, social, economic, environmental, and cultural context in ASEAN countries.

*Demonstrated commitment to local capacity building of Southeast Asian nationals and/or with ASEAN Member States.

* Experience managing USAID-funded contracts preferred.

*Ability to represent the project and its activities in ASEAN meetings and fora; demonstrated diplomatic skills, meaning experience working in an environment which required frequent negotiations to manage bureaucratic processes.

* Demonstrated leadership in teambuilding and integrity in project management and the ability to hire, train, and supervise local personnel.

* Ability to travel extensively throughout Southeast Asia.

* Professional fluency in English required.

* ASEAN countries nationals are strongly encouraged to apply.
