Deputy Chief of Party Technical for USAID ASEAN Partnership Program

 

Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently accepting expressions of interest from qualified senior-level candidates for a Deputy Chief of Party/Technical (DCOP/Tech) position on an anticipated five-year USAID Regional Development Mission for Asia (RDMA)-funded activity: the USAID ASEAN Partnership Program in Southeast Asia.

 

Position Description: The Activity will support expanded engagement with the Association of Southeast Asian Nations (ASEAN) by providing technical assistance to advance economic growth, good governance, and resilience within the region. The Activity aims to strengthen ASEAN’s institutional capacity to guide policies and frameworks to spur inclusive development in the region. The DCOP/Tech will be responsible for overseeing effective coordination and technical integration of activities during project implementation, including leading regional partnership coordination. Reporting to the Chief of Party (COP), the DCOP/Tech will support the overall technical vision of the program and ensure quality and timely achievement of all project outcomes. The DCOP/Tech will liaise with regional partners, civil society organizations, private sector partners, and communities, as needed. This would be a full-time position to be based in either Bangkok, Thailand or Jakarta, Indonesia for the life of project (anticipated five years). 

 

Responsibilities:

* Oversee planning, coordination, and day-to-day implementation of technical activities in partnership with technical team members and the COP. 

* Provide technical expertise and support annual work planning and adaptive management of the project as needed in accordance with the project’s objectives and targets. 

* Provide contributions to and have overall responsibility for weekly, quarterly, and annual project reports.

* Assist in coordinating project implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed. 

* Coordinate with the ASEAN Secretariat and other stakeholders, including private sector organizations, to identify specific technical assistance needs and determine how best to integrate assistance with existing programs and resources. 

* Lead regional partnership coordination and coalition building. 

* Ensure coordination between project teams. 

* Evaluate and document project progress and lessons learned. 

* Assume responsibility for quality control and timeliness of deliverables. 

* Serve as the interim COP when the COP is not available, serving as the primary liaison with USAID, the ASEAN Secretariat, implementing partners, subcontractors, other donor projects, and the Tetra Tech home office. 

* Other tasks as required to achieve the program Objectives and Key Results.

 

Qualifications:

* Minimum of a master’s degree in international development, economics, public policy, international relations, public administration, law, environmental studies, or another related discipline is required. 

* At least 10 years’ project experience in the ASEAN countries, working in one or more technical disciplines: private sector engagement, sustainable economic growth, climate adaptation and resilience public policy, business administration, institutional capacity strengthening and engagement, and/or other relevant technical areas. 

* At least 8 years’ experience in a senior management role leading and managing complex development programs and multi-disciplinary teams in the ASEAN countries, for a USAID-funded project or equivalent donor-funded program.  

* Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion. 

* Financial management skills including budgeting, tracking, reporting, and accounting of finances and procurement.

* Strong familiarity with the policy, social, economic, environmental, and cultural context in the ASEAN countries.  

* Demonstrated diplomatic skills, meaning experience working in an environment which required frequent negotiations to manage bureaucratic processes.

* Ability to travel frequently throughout Southeast Asia. 

* Professional fluency in English required.
