Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

Position Summary

With the supervision and guidance of Country Director, the Program Director is responsible for overseeing all aspects of program management, grant management, representation, advocacy and coordination, program design and development, team management, and leadership within the organization. This role requires a dynamic and experienced leader who can drive the strategic direction of the organization's programs, ensure effective implementation, and foster collaboration among teams and partners.

Key Responsibilities

Program Management:

• Develop and implement program strategies, goals, and objectives in alignment with the organization's mission and vision.
• Oversee the planning, execution, and evaluation of all program activities to ensure efficiency, effectiveness, and impact of health programs in CPI.
• Monitor program budgets, track expenses, and ensure cost-effective utilization of resources.
• Assess and manage program risks, making necessary adjustments to mitigate potential issues.
• Collaborate with cross-functional teams to ensure program alignment with organizational goals and donor requirements.

Program Design and Development:

• Lead the design and development of new programs and initiatives, conducting needs assessments and feasibility studies.
• Ensure programs are evidence-based and meet the needs of the target population.
• Work with program and M&E teams to develop implementation plans, timelines, and performance metrics.
• Stay updated on local and international best practices and trends in program design and development.

Grant Management:

• Identify funding opportunities and lead the development of grant proposals and applications.
• Manage relationships with grantors, ensuring compliance with grant requirements and reporting.
• Monitor and evaluate grant-funded projects to track progress and outcomes.
• Work closely with finance and accounting teams to maintain accurate financial records related to grants.

Representation, Advocacy, and Coordination:

• Act as a representative of the organization to external stakeholders, including funders, partners, and government agencies in different events, meetings, workshops and conferences.
• Engage in advocacy efforts to promote the organization's mission and policy objectives.
• Foster collaborations and partnerships with other organizations, NGOs, UN agencies, and administrative bodies to enhance program impact.
• Coordinate and facilitate interdepartmental and inter-agency cooperation to achieve program goals.

Team Management and Leadership:

• Recruit, train, mentor, and supervise program staff, fostering a culture of teamwork, accountability, and professional growth.
• Provide leadership, guidance, and support to program managers and coordinators.
• Conduct performance evaluations, set performance goals, and implement development plans.
• Promote a diverse, inclusive, and equitable work environment.

Qualifications:

• Master's degree in tropical medicine, public health, health policy, international health, health economics, health care management or other related field
• Minimum of 8-10 years of experience in program management and leadership roles.
• Strong understanding of grant management, budgeting, and financial reporting.
• Demonstrated capability to formulate and execute successful program strategies, as well as proven expertise in managing multi-million dollar grants.
• Excellent communication and public speaking skills in English and Burmese.
• Proficiency in both English and Burmese, along with a valuable working knowledge of the Thai language, would be considered an asset.
• Demonstrated advocacy and representation experience.
• Ability to build and maintain relationships with stakeholders.
• Strong analytical and problem-solving skills.
• Commitment to the organization's mission and values.
• Ability to quickly understand the local cultural and political context and be able to take necessary actions, motivate other team members to work successfully
