Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 1.ORGANIZATIONAL CONTEXT AND SCOPE:
The Australian Cultural Orientation Program (AUSCO) is funded by the Australian Government Department of Home Affairs. It provides opportunity for Australia bound refugees and special humanitarian program visa holders to be equipped with practical advice and accurate information on pre-departure, travel and post-arrival settlement processes.
The program is held over five days and its objectives are several-fold. They include empowering beneficiaries with information on life in Australia, encouraging language learning and seeking to advance clients’ personal and professional capabilities, managing expectations, and equipping participants with the basic skills and necessary tools needed to deal with initial settlement concerns and to achieve self-sufficiency.
Under the direct supervision of AUSCO Global Project Manager and secondary oversight by the Head of Sub-Office, IOM Mae-Sot, the successful candidate will be responsible for coordinating AUSCO activities in South East Asia excluding Malaysia, overseeing training implementation, providing operational and staffing-related administrative support in close coordination with IOM Mission Management in all relevant locations and also reporting to and working closely with the AUSCO Global Office.
2.RESPONSIBILITIES AND ACCOUNTABILITIES:
The successful candidate will have the following duties and responsibilities:
- Assist in the overall coordination of AUSCO activities carried out in South East Asia with specific countries (Thailand, Indonesia, Myanmar and Cambodia).
- Assist in monitoring AUSCO trainers in the region, ensuring activities are completed to a high standard in accordance with IOM policies and procedures and contractual obligations with the Department of Home Affairs Australia.
- Provide training and technical assistance in matters related to the program; whilst ensuring effective cooperation between AUSCO and relevant IOM program areas, including Operations and Medical.
- Conduct Cultural Orientation (CO) classes for Australia-bound refugees and humanitarian entrants within Thailand including organizing and training of support personnel such as the interpreters and babysitters, as required.
- Coordinate scheduling of Cultural Orientation classes in the region covering Thailand, Indonesia, Myanmar and Cambodia, and if required as a back-up in other locations.
- Assist in the preparation of periodic budgets in consultation with donor country management and Resource Management Officers in the AUSCO implementing missions in the region (except Kuala Lumpur),if required.
- Take part in the selection process and training of new Cultural Orientation staff in the assigned locations.
- Prepare and submit regular reports to the Global Office, including narrative reports, class attendance sheets and monthly course summaries for the region (including Malaysia).
- Liaise, with medical, operations, resource management units and relevant external stakeholders to schedule training.
- Assist the AUSCO Global Office with a range of duties, including but not limited to: management of IT related program aspects (e.g. TEAMS), the upskilling of new trainers and provision of assistance; provision of technical and creative support to the development and updating of AUSCO material; facilitation of workshops and conferences; and implementation of new initiatives e.g. exchange programs/training activities, which may include trainers from other regions.
- Maintain inventories of all instructional supplies and other materials in direct consultation with donor country management on a quarterly basis.
- Undertake duty travel as needed in support of AUSCO activities throughout locations assigned, as might be needed.
- Perform any other duties as may be assigned.
3.QUALIFICATIONS AND EXPERIENCE
EDUCATION
- Bachelor’s degree, preferably Social Sciences/Education or related discipline from an accredited academic institution with four years of experience; or
- High School degree in above field with six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Experience of working in Australia, and/or robust knowledge of Australian culture is required;
- Experience working with/in the Asia-Pacific, and/or South-Asia;
- Four years of training/facilitation experience required;
- Experience in training/facilitation experience required;
- Experience working with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
- Experience in undertaking monitoring and evaluation activities
SKILLS
- Robust knowledge of learning methodologies and pedagogy;
- Leadership and negotiation skills in a multi-stakeholder and multicultural environment desired;
- Ability to use own initiative and work under pressure with minimum supervision;
- Excellent computer literacy;
- Excellent interpersonal and communication skills;
- High attention to detail and organizational ability;
4.LANGUAGES
- Fluency in English (oral and written) is required.
- Fluency in Thai is an advantage.
