Call for an external consultant for the review and update of The International Community  Women Living with HIV Asia Pacific (ICWAP) Strategic Plan, develop a Sustainability Plan, and support in conducting feminist leadership training

Background of the organization:

The International Community of Women Living with HIV Asia Pacific (ICWAP) is a regional network run by and for women living with HIV (WLHIV) in Asia and the Pacific in all their diversity. ICWAP is open to all networks of women or girls (W/GLHIV) and all individuals self-identifying as W/GLHIV across the Asia Pacific Region. It is inclusive of feminism and the membership embraces younger women, transgender women, women who use drugs, sex workers, women with disabilities, and other marginalized populations of women. ICWAP’s unique network, the only one of its kind, is a part of the broader movement of W/GLHIV globally. ICWAP has established a regional presence in Bangkok and the network engages members and networks in 17 countries across the Asia-Pacific Region: Australia, Bangladesh, Cambodia, China, Fiji, India, Indonesia, Philippines, Laos, Malaysia, Myanmar, Nepal, Sri Lanka, Timor, Thailand, Viet Nam, and New Zealand.

 

The regional network envisions a world where all women living with HIV live their lives free of gender oppression, realizing and claiming their full rights inclusive of sexual, reproductive, legal, economic, and health rights. She also seeks to lead in securing and improving the quality of life for women living with HIV in the region through solidarity, mobilizing, organizing, advocating, research, mentoring, and raising consciousness on the issues that directly impact their lives. ICWAP aims to work closely with its members and sister country networks of W/GLHIV and key populations to raise awareness of the issues impacting lives across the Asia Pacific region and at the global level. ICWAP also seeks to facilitate information sharing, support each other’s work, and provide a unique convening point to advance shared advocacy agendas.

 

ICWAP is in the process of revising its strategic plan, adding a sustainability plan and a fraud management policy. ICWAP is also planning to conduct a 5-day feminist leadership training to provide hands-on skills for its members in feminist leadership. In this regard, ICWAP is looking for an expert in the field to complete the tasks between November and December of 2023.

 

Expected tasks:

ICWAP in its Strategic Plan for 2020-2022 envisions a world where all women living with HIV live their lives free of gender oppression, realizing and claiming their full rights inclusive of sexual, reproductive, legal, economic, and health rights. ICWAP also seeks to lead in securing and improving the quality of life for women living with HIV in the region through solidarity, mobilizing, organizing, advocating, research, mentoring, and raising consciousness on the issues that directly impact their lives.

 

ICW AP is required to review and update the Strategic Plan to fit the changing scenarios for 2022-2025 while remaining focused on two mutually reinforcing core organizational objectives: advocacy and movement building.  Similarly, as defined in its governance manual and based on the feedback received during the performance evaluation of its management board, ICWAP is also planning to develop a sustainability and resource mobilization plan and add a fraud management policy in its governance manual.  A 5-day training on gender-specific activism is planned for mid-December. During the training, all participants will discuss and finalize the strategic plan,  sustainability, and resource mobilization plan and add a fraud management policy.  The  following are the specific objectives of the consultancy:

  1. To review the existing strategic plan, hold online discussions among its key members, and update the Strategic Plan to respond to the changing needs of 2022-2025.
  2. To hold online discussions among its key members to develop the sustainability, and resource mobilization plan
  3. To develop a fraud management policy annex..
  4. To facilitate a 5-day feminist leadership training.

 

Deliverables

  1. Revised and updated ICWAP strategic plan for 2022-2025.
  2. ICWAP sustainability, and resource mobilization plan.
  3. Fraud management policy annex.
  4. Brief feminist leadership training report.

 

Timeline:

Revision of Strategic plan, development of Sustainability plan, and fraud management plan- 23 working days. Facilitation of the feminist leadership training - 5 working days.  A total of 28 days between November and December 2023.

 

Qualifications:

  1. Master's degree in Public Health, Social Work, Public Affairs, Management, or related field.
  2. At least ten years of progressive professional experience in designing, implementing, managing, and monitoring medium-to-large scale public health programs, including programs related to HIV/AIDS, with at least five years' substantive consulting experience with a community based organisation.
  3. Demonstrated technical competencies in developing strategic plans, and government manuals and conducting training in resource-poor settings are required.
  4. Experience in developing leadership, organisational development, development of strategic plans, and work in gender aspects and gender diversity.
  5. Strong written and verbal communication skills, including the ability to rapidly develop or edit various types of documents.
  6. Strong interpersonal skills including the ability to establish rapport and work as a team, as well as strong communication skills. Ability to handle multiple overlapping deadlines, at times with short notice.
  7. Direct work experience with regional civil society-implemented programs will be an asset.
  8. Since the International Community of Women Living with HIV Asia Pacific (ICWAP) is a regional network run by and for women living with HIV (WLHIV), persons living with HIV and or belonging to any key population with significant experience are encouraged to apply even though all the requirement listed above are not fulfilled. Such applicants will be reviewed based on a competitive experience in lieu of educational background.
