Terms of Reference (TOR) for the
Final Evaluation of the Keep Girls Safe Project
 

Background

ADRA Thailand’s Keep Girls Safe project (KGS) aims to prevent vulnerable children from being exploited and trafficked. KGS is not primarily a shelter, but a conviction to do everything possible to keep vulnerable children and more specifically girls safe from various forms of exploitation, particularly that of human trafficking. KGS is an overarching concept with many components designed to address issues of vulnerability among the marginalized population in Chiang Rai Province. Our projects are designed to complement one another. There are a number of identified factors that predispose a population toward vulnerability such as statelessness, poverty, poor-health and the lack of education. Engaging communities to reduce vulnerable factors is our primary goal. The project uses a community-based approach in addressing some of these challenges and is in line with the countries strategic direction on reducing human trafficking. The project shelter service providing safe space and education opportunities to girls at high risk of physical and sexual abuse, early marriage, child labour and trafficking. The project will further work to reintegrate the girls within their community of origin through strengthening support systems while also providing support to students at risk of dropping out of school enabling them to continue their education. 

The project goal is to reduce vulnerability towards exploitation and trafficking among ethnic minorities in 6 districts of Chiang Rai Province with specific outcome of (i) increasing awareness of civil society about human trafficking, abuse, exploitation and child; and (ii) Reduce the risk of exploitation and trafficking of children.

Purpose of the assignment

The project final evaluation will cover 30 months (July 2021 to December 2023). The final evaluation is looking at the entire implementation period.

Scope of the evaluation:

The evaluation will look at processes implemented since the beginning of the project. Specific questions to be addressed are the following:

Methodology

The final evaluation is intended to assess the project according to the OECD/DAC five evaluation criteria of Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability by referring to relevant project documents along with the various reports generated during implementation. Particularly, the end-line data will be collected to compare changes before and after the project intervention. The final evaluation will also identify existing gaps/obstacles faced in relation to trafficking reduction with recommendation for further interventions. 

Quality assurance, risk mitigation and other considerations

It is expected that the consultant will use a participatory approach to seek the views of beneficiaries and where appropriate other stakeholders. Active participation is expected to include stakeholders and beneficiaries at the different levels.

Upon signing, the consultant and ADRA will have an inception meeting to ensure that both have the same understanding of the Final Evaluation objectives, how the objectives of the contract project phase. Based on the agreement during the inception meeting, the consultant will prepare an inception report to be submitted within five days of contract signing.

Deliverables

The consultant is required to provide as part of the assignment an inception report draft and final report both in print and electronic version, which should adhere to the OECD/DAC standards. The report needs to be submitted in English and should be of high quality that can be shared with outside agencies, donors or interested third parties. It should provide substantive evaluation findings on progress achieved against indicators and objectives as outlined in the project work plans, and should be structured according to the ADRA format in terms of issues and related findings, assessment of performance, description of best practices, conclusions, lessons learned, recommendations and/or scenarios. The report is to be presented formally through a briefing meeting/workshop.

Timeline

The consultant is required to propose a required timeframe and activity map necessary for the completion of the given deliverables. ADRA estimates that the work is worth 20 days for the assignment with the final report submitted no later than 10 December 2023.

Qualification and experience of the consultant

The consultant should have the following qualification and experience

• Advance degree in social science (sociology, development studies, economics) or related field relevant to the assignment.
• Demonstrates knowledge and experience with the application of rights based approach, an understanding of human rights and trafficking issues, relevant national and international frameworks
• Experience in conducting qualitative and quantitative data collection and analysis
• Proven writing skills
