Finance And Grants Manager – Supporting Social Resilience Program (SSRP)
Location: Chiang Mai, Thailand
The Finance and Grants Manager is responsible for finance administration, grant/sub-recipients management, financial and donor reporting, compliance, and audit management. This position is an integral part of the SSRP program team and is responsible for providing efficient and effective management of the program’s overall grant portfolio, ensuring compliance with donors’ requirements at all stages of the grants management cycle for all approved sources of funding. The Finance and Grants Manager is also responsible for ensuring quality grant management, assessing needs, and developing quality finance and grant management capacity of field teams, ensuring compliance with donor and internal organization requirements, and plays a key role in supporting the program team in the implementation and donor reporting and regulations. This is a full-time position, renewal based on performance evaluation, and availability of funds.
DUTIES & RESPONSIBILITIES
1. Financial Reporting, Monthly and Year-end Closing
- Prepare financial reports, reimbursement requests, and drawdown of funds in strict adherence with SSRP requirements.
- Reconcile accounts and maintain accurate and complete subaward and contract-related records within internal policies and procedures.
- Ensure timely and accurate drafting of the donor-required reports in accordance with the established procedures.
- Ensure review of subrecipients’ financial reports at established reporting intervals; ensure pertaining financial data integrity and quality for reporting.
- Month-end closure, reconciliations, and monthly management reporting with HQ.
2. Financial Planning, Accounting, and Control
- Ensure that financial policies and procedures are developed and maintained in accordance with the organization and donor rules and regulations to strengthen effective financial control.
- In coordination with the relevant program team, carry out country financial monitoring and oversight of implementing partners, ensuring findings and recommendations are timely implemented.
- Oversee compliance reviews of grant disbursements in line with the grant support agreement’s disbursement conditions, ensuring complete documentation and certification of milestones.
- Monitor cash flow to ensure that an appropriate level of cash is maintained in the bank and in petty cash. Ensure Country Office treasury operations are adequately managed.
3. Finance/ Grants management and compliance
- Lead finance/grant operations to ensure compliance with regulations, rules, and established timelines and goals.
- Assist in assessing pre-subaward and contract review including draft proposals and detailed budgets, draft scopes of work and cost proposals, agreement and/or contract document design, and procurement review.
- Review subaward financial reports and ensure all subawards are expended in compliance with funder requirements and Freedom House policies and procedures.
- Review budgets for concepts/proposals ensuring the inclusion of all related costs, make recommendations for improvements, and liaise with the program team to ensure these are complete, accurate, consistent with the narrative, compliant with donor requirements, and correctly formatted for presentation to donors.
- Ensures that all grants are complete and accurate from a financial perspective in advance of grant closure.
4. Budget Preparation and Management
- Contribute to the development of the budgets and narrative for high-quality funding proposals, and act as a focal point for overall finance and grant-related matters.
- Lead the finance team to ensure that budgets at all levels are prepared in cooperation with the relevant program team and as per donor Budgeting Guidelines including accurate allocation of sub-recipients’ budgets and submitted timely and accurately.
- Ensure that the most realistic and accurate budget forecasts are accurately incorporated into the budget as per donor requirements.
- Ensure proper budget management through robust controlling, planning, and forecasting of financial resources in accordance with donor and organization policies.
QUALIFICATIONS:
- University degree in accounting, finance, or relevant field.
- At least 5 years of experience managing financial and grants management of donor-funded programs (USAID experience preferred).
- Experience managing grants with international development programs and managing office staff.
- Excellent computer software skills in MS Excel, Word, and accounting software.
- Excellent communication skills, both oral and written with fluency in English and Thai required.
- Knowledge of USAID policies and procedures preferred.
SKILLS:
- Excellent management and organizational skills are essential.
- Strong analytical and computer skills, especially spreadsheet and financial analysis.
- Ability to work with minimal supervision and show initiative.
WORKING ARRANGEMENT:
- Location: Chiang Mai, Thailand
- While we prefer candidates, who are based in Chiang Mai, working virtually will be considered for candidates located in Thailand.
- General working office environment or teleworking.
