5. POSITION TITLE: REXO/ARTC Participant Training Assistant, FSN-9

6. MARKET VALUE: THB 727,921– 1,273,860 per annum equivalent to FSN-9 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

7. PERIOD OF PERFORMANCE: Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES 

11.1. General Statement of Purpose of the Contract

The Participant Training Assistant (Trainer) is part of a dynamic learning and development team at the Asia Regional Training Center (ARTC) in the U.S. Agency for International Development/Regional Development Mission for Asia (USAID/RDMA). The Trainer is responsible for managing the entire training lifecycle for the Asia Regional Training Center (ARTC) soft skills training. S/he designs and develops training courses, delivers training, and evaluates the effectiveness of training. The trainer collaborates with USAID/Washington (USAID/W) counterparts to ensure that ARTC training is aligned with the Agency's priorities. S/he develops and provides guidance on ARTC training scope of work for external training vendors to implement appropriate training programs for USAID staff. The Trainer must have a strong understanding of adult learning principles and be able to design and deliver engaging and effective training. Frequent travel throughout the Asia region to support the ARTC program is required.

11.2. Statement of Duties to be Performed

A. TRAINING DESIGN AND DEVELOPMENT (40%)

  • Reviews ARTC regional training needs assessments to identify the skills and knowledge gaps of employees. Designs engaging training that ensures knowledge transfer to participants. Considers adult learning methodologies, learning outcomes, and agency priorities such as Diversity, Equity, Inclusion and Accessibility (DEIA) when designing courses.
  • Determines appropriate course objectives, develops lesson plans, creates training materials, designs interactive training activities that meet the needs of the target audience. Considers measurement of learning and behavior change after training completion.
  • Reviews and updates ARTC’s current training materials to ensure they include the most updated information. This includes reviewing course content and activities to ensure they are relevant and aligned with the latest best practices. Incorporates new information into the training materials, as well as ensures that the materials are consistent with ARTC’s training standards.
  • Assists the Subject Matter Experts (SMEs) with advice and feedback on instructional design for adult learners. This includes identifying the learning needs of their audience, selecting appropriate instructional methods, and providing advice on adult learning principles.
  • Provides guidance to external instructors who are delivering ARTC training courses to USAID audiences. Ensures that the content of the training courses is appropriate for USAID audiences. This includes making sure that the content is accurate and relevant to USAID audiences.
  • Develops and manages Scope of Work (SOW) for ARTC soft skill training, ensuring that course objectives meet the needs of USAID audiences and making recommendations on appropriate training vendors based on market research. Participates in the training vendor selection committee as an instructional design expert.
        

B. TRAINING DELIVERY AND EVALUATION (40%)

  • Delivers soft skills training courses to USAID staff. Uses a variety of effective training methods, such as individual work assignments, group discussions, role plays, and other class activities to create engaging and interactive learning experiences.
  • Creates a learning environment that is conducive to learning. This includes providing a safe space and supportive environment, as well as ensuring that the learning materials are clear and easy to understand.
  • Integrating agency’s priorities into ARTC training delivery when appropriate. This includes ensuring that the training content is aligned with the agency's priorities and that the training methods are effective in reinforcing these concepts.
  • Provides opportunities for feedback to get valuable insights from participants. Makes necessary adjustments to improve course materials and training methods based on the feedback received.
  • Identifies training courses that require follow-up on behavior change after training completion. Develops and implements a plan for behavior change, which may include coaching, mentoring, or other interventions.
  • Observes and provides real-time feedback to external instructors conducting training for ARTC to ensure alignment with ARTC training standards and quality. Reviews and analyzes training evaluation reports from external instructors to ensure that participants' feedback is properly captured to improve future training programs.
  • Travels to other USAID missions in Asia on occasion to deliver training courses or to provide training support.

C. TRAINING PROGRAM COORDINATION AND SUPPORT (20%)

  • Supports the ARTC Manager and the ARTC Participant Training Specialist to ensure the practicality and necessity of ARTC courses in relation to available budget for each fiscal year. Recommends public training programs, certification programs, and other capacity development programs that are aligned with ARTC's goals and objectives.
  • Works closely with the ARTC Client Outreach and Data Analysis Team to determine regional training needs and integrates these needs when designing new training courses to meet the needs of specific audiences.
  • Works closely with the ARTC Logistics and Operations Team to organize the annual training calendar for ARTC homegrown training programs. Ensures that the training schedule is flexible to accommodate emergent priorities.
  • Provides professional insights to client missions on available training and development programs based on their staff training needs. This includes identifying and recommending appropriate ARTC training programs and matching the programs to staff training needs.
  • Monitors ARTC training material library to ensure that it is always stocked with sufficient levels of materials. Plans to purchase new materials in a timely manner.
  • Manages the training vendor database, ensuring that it is up-to-date and accurate. Promptly responds to requests for training vendor suggestions.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
 

11.3. Supervisory Relationship
The position reports to the Participant Training Specialist or his/her designee.
 

11.4. Supervisory Controls
Full supervision of other USAID staff is not contemplated.

 

12. PHYSICAL DEMANDS: 
The work requested does not involve undue physical demands.


II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: A minimum of College/University studies in Education, Human Resources
Administration, Mass Communication, Business Administration, Arts/Liberal Arts, Humanities, Social Science, or related fields is required.

2. Experience: A minimum of three (3) years of experience in training or curriculum development with a requirement to conduct training sessions periodically.

3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.
 

III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.

In consultation with the CO, the technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.

Application Rating System
The application rating system factors are used to determine the competitive ranking of qualified offerors in comparison to other offerors. offerors must demonstrate the rating factors outlined below within their application and/or resume, as they are evaluated strictly by the information provided. The rating factors are as follows:

1.1 Experience: (30 points)
Additional points will be given for relevant experience above the minimum requirement as stated in Section II which may include relevant experience in delivering onsite and/or online training to culturally diverse audiences in government and/or corporate settings.

1.2 Knowledge: (30 points)
● Demonstrate a professional understanding of instructional design framework for adult learning.
● Demonstrate an acquaintance with employee training and development practices.
● Demonstrate a good working knowledge of the latest technologies for training delivery.
● Demonstrate a good working knowledge of standard office procedures and customer service practices.

1.3 Skills and Abilities: (40 points)
● Demonstrate professional skills and abilities in managing a full cycle of formal training.
● Demonstrate excellent presentation and facilitation skills to motivate diversified groups of learners and manage the classroom.
● Demonstrate excellent communication and interpersonal skills to build rapport with counterparts at all levels.
● Demonstrate an ability to conduct research to identify quality learning content that is relevant to the needs of learners and within budget constraints.
● Demonstrate proficient skills in using computer applications such as Words, PowerPoint, Excel, and Google Suite.
● Demonstrate an ability to travel throughout the region on occasions to support ARTC training programs.
● Demonstrate an ability to operate cameras, video recorders, and video equipment.
● Demonstrate an ability to use online conferences and interactive learning applications to deliver online training.

SELECTION PROCESS:
To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information. Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3. Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and a valid TOEIC score mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.

Only offerors within a competitive range will be contacted. No response will be sent to unsuccessful offerors.
