A. Background:
The Seven Alliance is a consortium of regional networks of key populations working in Asia and
the Pacific Region. The seven regional networks are i) APCOM; ii) Asia Pacific Network of People
Living with HIV [APN+]; iii) Asia Pacific Network of Sex Workers[APNSW]; iv) Asia Pacific
Transgender Network [APTN]; v) International Community of Women living with HIV in the
Asia Pacific [ICW-AP]; vi) Network of Asian People who Use Drugs [NAPUD]; and vii) Youth
LEAD,. The consortium led by the APTN has been awarded the Global Fund Grant Cycle 7 (GC7)
funds to serve as an E-Learning Hub under the Community Engagement Strategic Initiative (GF
CE SI).
The Learning Hub is the learning platform of the Global Fund for AIDS, Tuberculosis, Malaria to
facilitate timely access to information and relevant peer-learning and exchange among
communities and civil society to strengthen the leadership and engagement of communities
most affected by HIV, TB, and Malaria in Global Fund and related national processes, throughout
the duration of the grant cycle.
Objectives of the project:
● Build capacities of KP communities and civil society members to generate and use data to
inform advocacy and decision-making.
● Build the capacities of Asian Communities to mobilize and hold their representatives and
decision makers accountable.
● Communities and civil society members have timely access and relevant information related
to the Global Fund.
● Asian communities are capacitated to drive program quality based on the adoption of global
guidance and sharing best practices.
Anticipated Outcomes of the project
The regional learning hub will strive to serve as a vibrant space for KP community members and
civil society partners for peer exchange, capacity building, and collaboration, fostering the
building of technical understanding, capacities, and skills development in the Asia Pacific region.
B. Background to the position:
The Project Coordinator will play a pivotal role in managing the implementation of the Learning
Hub that is aimed at enhancing knowledge and capacity-building for key population (KP)
communities and civil society organizations (CS)) involved in the response to addressing HIV,
Tuberculosis, and Malaria. The project coordinator bears the responsibility of managing
components such as peer exchange, capacity building, and collaboration, with an emphasis on
promoting collaboration and developing skills.
She/ He/ They will be contracted by APTN (lead partner) and is responsible for directing,
organizing and controlling project activities, as directed by Seven Alliance Consortium
Members.
Duties and Responsibilities of Project Coordinator:
a. Project Management:
- In consultation with the Seven Alliance Consortium, develop a detailed annual workplan
and budget plans based on the approved overall workplan.
- Develop and coordinate the implementation of the project-related activities listed in the
work plan to ensure all the activities and outputs are completed in time.
- Coordinate with Seven Alliance and ensure timely submission of high-quality
deliverables in compliance with Donor requirements.
- In consultation with Seven Alliance Consortium members, develop a monitoring and
mentoring mechanism to help build the capacity of communities and civil society at the
country level.
- Analyse country situations in relation to HIV, TB, and Malaria situations and suggest
strategies for program development
- Continuously monitor the project progress against the approved/ agreed workplan;
Identify challenges/ risks in the internal and external environment and suggest
solutions to mitigate them.
- Assist APTN (lead partner), including other members of the Seven Alliance Consortium,
in organizing monthly meetings to review and plan the project activities.
- Exhibit the accomplishments achieved through communities at the country and regional
level.
- Suggest potential strategies to mobilize resources.
b. Stakeholder Engagement:
- Establish and sustain relationships with key stakeholders, including national health
ministries, KP Communities, CSOs, NGOs, CBOs, and educational institutions.
- Collaborate with partners to customize content and delivery mechanisms based on
national/regional needs.
- Take the lead in organizing learning forum meetings to bring together a diverse range of
community and civil society stakeholders across the three diseases (HIV, TB and
Malaria) to strengthen cross-movement learning and sharing.
- Together with Seven Alliance Consortium members, provide substantive support to
communities/ country partner organizations on potential issues and concerns related to
advocacy and stakeholder engagement and suggest corrective actions.
c. Technical Oversight:
- Work closely with the Seven Alliance technical team to ensure the E-Learning Hub meets
the highest standards of functionality and user experience.
- Troubleshoot technical issues and coordinate solutions with the technical support team.
d. Monitoring and Evaluation:
- Develop and implement a monitoring and evaluation framework to assess the impact
and effectiveness of the E-Learning Hub.
- Regularly collect feedback from users and stakeholders to make data-driven
improvements.
e. Capacity Building:
- Identify the capacity needs of the communities/ country partner organizations at the
country level and, in coordination with Seven Alliance consortium members, develop a
capacity development plan.
- Based on the capacity development plan, organize capacity-building programs (training
sessions and workshops) e to address the needs of KP communities across the three
disease areas: HIV, Tuberculosis, and Malaria.
C. Qualifications and Work Experience
- Demonstrated understanding of the Global Fund related process
- Demonstrated understanding of HIV, Tuberculosis, and Malaria prevention and treatment.
- Bachelor degree or higher in one or more of the following; Public health, Social
development; Community Development Social Science or any other relevant field.
- Minimum of 5 years of experience in project management, particularly in the Health care
programme.
- Previous experience working with community-based organisations, civil society
organisations, government and development agencies.
- Members from the Key population communities are highly encouraged to apply.
D. Requirements (ability to demonstrate):
- Strong communication, networking and interpersonal skills.
- Proficiency in working with a diverse range of stakeholders at the regional and country level
to build and maintain professional relationships.
- Experience in planning, coordination, and conducting training.
- Familiarity with e-learning platforms and technologies.
- Good knowledge and command of English language with fluency in speaking and writing
skills.
- Knowledge of finance management would be an advantage.
- Ability to work independently.
- High proficiency in Microsoft Word, Excel, and Power point presentation.
- Previous experience in working with Humanitarian NGOs and international organizations.
- Demonstrated capacity to work with minimal supervision.
- Have experience working in multi-donor / multi-project/ multi-country environment.
E. Duration and Remuneration:
The position is a full-time, fixed-term contract for the duration of the project. The remuneration
will be commensurate with the qualifications and experience of the selected candidate.

The Project Coordinator will report directly to the Project Leads.

project and organization.
