Title : Capacity Building Support for the Plastic-Free School Program in Songkhla under the PSC-TV-Action Project in Thailand 
Goal : Provide capacity building support for the Plastic-Free School Program in Songkhla, Thailand 
Contracting Agency : WWF Thailand 
Department : Plastic team, Conservation Unit 
Work Location : Based in Sating Phra and Singha Nakhon Districts in Songkhla, Thailand 
Type of Contract : External Expert on Technical Service 
Contract Duration : 10 months (March - December 2024) 

 

A. BACKGROUND 
The World Wide Fund for Nature (WWF) aims to conserve nature and ecological processes by preserving biodiversity, ensuring sustainable use of natural resources and promoting the reduction of pollution and wasteful use of resources and energy.  WWF works in more than 100 countries 
around the world.  WWF has been working in Thailand since 1983 and WWF-Thailand was founded in 1995. 

 

“No Plastic in Nature” initiative of WWF was launched in 2018 with the aim of stopping plastic leakage from land-based sources into nature by 2030.  The regional project is being implemented in five Southeast Asian countries namely Indonesia, the Philippines, Vietnam, Hong Kong and Thailand. 
As one of its key pillars, the key objective of Plastic Smart Cities (PSC) is to reduce plastic leakage at the city-level by 30%. 

 

A Plastic Smart Cities Project in Thailand, financially supported by TV-Action and NORAD, is implemented in the 4 cities in the Southern region of Thailand.  The project will focus on reducing plastic leakage to nature in 4 major cities in Thailand Surat Thani, Hat Yai, Songkla and Koh Samui.  
The combined jurisdiction of these cities comprises more than 1,000 sq.km. and is home to more than 420,000 residents. These cities were prioritized because of their significant contribution to plastic pollution, their close proximity to key major marine protected areas and coastal ecosystems 
featuring outstanding marine biodiversity, and for their strong commitment to address the issue of plastic pollution. 

 

The implementation phase includes close collaboration with 1) municipalities in the 4 pilot cities, in particular, developing effective policies to reduce single use plastic  and ensuring equal access to state improved waste management services, 2) schools, where efforts will be directed towards 
integrating comprehensive waste management education into the curriculum, fostering a culture of sustainability and waste reduction among students, 3) business sectors to implement the usage of alternative materials to decrease the usage of single-use plastic, 4) communities by intensively 
working at the household level to raise awareness on basic solid waste management systems based on five principal themes: sanitary aspects, social concerns, environmental considerations, urban structure, and economic circumstances, including waste-related problems in cities  The overall objective of the project is to reduce plastic pollution by 30% in 4 major cities in Thailand by 2024. The action will focus on reducing plastic pollution through establishing clear policy, 


strengthening community awareness to reduce plastic consumption, installing effective waste collection in the community and establishing plastic recycling entrepreneurship.  The plan is designed to create collaboration and partnership between communities and local administrative agencies, the 
business sector, NGOs, universities, and academic institutions in the pilot areas.  
  
The specific objective of the project is to proactively diminish the prevalence of single-use plastics within school environments. By fostering a culture of awareness, implementing stringent policies, enhancing waste management infrastructure, integrating eco-friendly practices into the curriculum, 
and actively engaging the school community, we aim to establish a sustainable and Plastic-free learning environment. This initiative seeks to instill a sense of environmental responsibility among students, educators, administrators and stakeholders while contributing to broader efforts in 
creating a greener and healthier school environment. 

 

B. OBJECTIVE 
To collaborate with the target schools to implement Plastic Free School program through activities such as: 
▪ Implement Plastic-Free Schools Program in Songkhla (at least 2 schools) 
▪ Create and implement education program for teachers and students 
▪ Design and implement intervention to achieve 2 tons of plastic reduction in schools 

 

C. DESIGNATION AND OTHER PROVISION 
The consultant team will work in collaboration with WWF Thailand PSC-TV-Action team and are required to carry out Plastic-Free School Program activities. Travel cost, per-diem, accommodation and any other expenses incurred for the assignment would be included in the operation budget 
proposed by the consultant team. 

 

D. SCOPE OF WORK 
The expert team is required to provide capacity building on the Plastic-Free School Program, in schools based in Songkhla Province, Thailand as follows: 
a. Engage with at least 2 schools to join the Plastic-Free School Program. 
b. Co-created the Plastic-Free School education programs and materials with teachers and educators 
c. Provide capacity building for teachers in the Plastic-Free Schools Program to create systematic change in schools  
d. Enhance students' capacity for a Plastic-Free School using awareness and behavioral change model to promote plastic reduction, recycling, and sustainable practices. 
e. Collect baseline data on plastic reduction at schools concurrently with the implementation of activities. 
f. Design and implement activities to reduce a total of 2 tons of plastic consumption in participating schools. 

 

E. DURATION OF THE CONTRACT 
March 2024 - December 2024 

 

F. DELIVERABLES 
The consultant team is required to provide the following deliverables: 

 

Before signing the contract 
● 1 proposal with objectives, project action plan with budget breakdown and Gantt chart. 

After signing the contract 
● 1 detailed action plan and work process aligned with budget and timeline as well as teaching 
& learning methodology and tools. 

Implementation phase 
● 1 education program to promote environmentally friendly behaviors and sustainable waste management practices within schools 
● 2 Progress reports, due on 15 July and 15 December 2024 
● 1 final report of the project action 

 

G. REQUIRED TECHNICAL SKILLS AND EXPERIENCE 
Education: Bachelor degree and/or Master degree or higher in education, sociology and/or biodiversity.  Additional knowledge on waste management is a plus. 

 

Professional Experience:  
▪ Minimum of 10 years-experience working in education or other waste management, including expertise in incorporating waste management education into school curriculum development. 
▪ Experience in designing, monitoring, managing the capacity building programs for local communities. 
▪ Experience in implementing awareness and behavioral change project in a similar context 

 

H. REQUIRED DOCUMENTS 
All bidding consultants are required to submit the following:  
▪ A detailed and updated CV 
▪ A summary of relevant services provided, and milestones achieved during the past 3 years 

 

It is mandatory to submit documentary evidence demonstrating their legal, taxation and financial status. 

This includes:  

● Tax identification number (TIN);
