Position Title               : Operations Assistant (Movement)

Duty Station                : Bangkok Thailand

Classification              :  General Service (G-4, THB 61,967.50 per month)

Type of Appointment  :  One Year Fixed-Term Contract

Initial 12 months with possibility of extension

Estimated Start Date  :  As soon as possible

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM missions, coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.

Under the overall supervision of Movement Operations Manager in Bangkok and direct supervision of the Senior Operations Assistant in Bangkok and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for managing daily clerical and administrative support to the Resettlement Movement and Management Unit

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Provide support for all administrative and operational arrangements related to the movements from Thailand to all destinations, upon receipt of their travel documents and booking requests with a particular focus to movements to United States of America, Australia. and other.
  • Ensure all beneficiaries are travel ready, medically cleared and in possession of relevant travel documents, visas and exit permits.
  • Arrange/make bookings in AMADEUS as per “best fare practice” (i.e. using the most convenient routing, the most competitive fares & the availability of the correct booking class.) and as per guidelines outlined in the MMM (Movement Management Manual and the HIT – handbook of International Tariffs.).
  • Prepare and submit the Advance Booking Notifications (ABN) and domestic bookings report, as per established movement procedures and request for the relevant Transit Visa waivers.
  • Update the PF status to depart on the day after departure and forward departure notification to all relevant recipients.
  • Provide support in making transportation and hotel bookings for the beneficiaries using the IOM service provider.
  • In coordination with Senior Operations Assistant in Bangkok, and Movement Operations Manager in Bangkok, response to questions or requests of the refugees staying at the IOM hotel.
  • Maintain a positive working relationship with other relevant units in IOM Bangkok office.
  • Any other duties within the incumbent’s capabilities as assigned by the Operations Officer(s).

 

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • School diploma with four years of relevant experience; or,
  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Proven experience in the use of Amadeus.
  • Prior Movement Operations, transportation-related experience a strong advantage.
  • Ability to use own initiative and work under pressure with minimum supervision.

SKILLS

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Strong computer skills - Word, Excel and Internet; past experience with Movement Operations-related databases and systems (including MiMOSA) is a distinct advantage.
  • Strong interpersonal and communication skills.

 

4. LANGUAGES

  • Fluency in Thai and English (oral and written) is required.
  • Working knowledge of Burmese or other languages spoken by minority groups from Myanmar is desirable.
