Vacancy Announcement: Program Officer, Child Protection and Wellbeing
Job Location: Bangkok, Thailand
Grade Level: Grade 4, Officer, National
Salary: 486,000 THB/year, plus benefits
1. Introduction:

2. Primary Purpose:
This position is responsible for providing high-level child protection and wellbeing programming in Thailand. CWS in Thailand in currently expanding the range and scope of its child protection and wellbeing programming in Thailand. CWS in Thailand is looking for an imaginative and passionate child rights advocate with a sound knowledge of innovative wellbeing-focused programing for children and adolescents, especially those living in especially vulnerable situations.

4. Essential Duties
- Program Planning, Strategy, Development
- With the support and supervision of the Senior Program Officer, Design and implement context-specific child protection and wellbeing programs in Thailand. Specifically:
- To create and secure safe spaces for children in the schools, churches, and hospitals nationwide associated with CWS’ partner; The Church of Christ in Thailand (CCT) based on the Code of Conduct for Child Safeguarding of the Church of Christ in Thailand;
- To develop and implement programs and activities for students in Bangkok state-run schools to promote the integration and wellbeing of students; and
- To develop and implement child-wellbeing focused activities in partnership with CCT in the Khlong Toei neighborhood of Bangkok.
- Define specific goals, objectives, strategies, and implementation plans for the community engagement programs to promote child health, protection, and wellbeing in Thailand.
- Develop detailed and context-specific strategies for all programs including methods, budgets, resources, tools, schedules, work plans, and evaluations.
- Further develop and implement a program aimed at improving the integration and wellbeing of refugee children in Thai schools and learning centers in Bangkok.
- Coordinate the delivery of all programs taking place in Thailand.
- Develop partnerships and relationships with individuals and organizations to promote the protection and wellbeing of all children in Thailand.
- Attend meetings, conferences, seminars, workshops, and training events as needed. Represent CWS Thailand at such events to provide information or explanations, and to develop programming and training.
- Program Implementation
- Conduct information sessions on topics of interest in the field of child protection and child and family development including, the details of Code of Conduct for Child Safeguarding, Bullying, Classroom Management, Depression and Self-Esteem in Teenagers, Teachers’ Workshop, Positive Discipline and other related and required topics.
- Design, coordinate, organize, lead, facilitate, and provide logistics assistance necessary for delivering all activities.
- Serve as a resource person for disseminating knowledge and skills on child-focused work.
- Provide progress and other reports as requested by the Senior Program Officer and CWS leadership.
- Program Management and Monitoring
- Develop theories of change, logical frameworks, and monitoring tools and indicators for all activities to allow for accurate, timely, and impactful evaluation of programmatic progress.
- Ensure effective use of assessment, monitoring and evaluation tools to support community progress in implementing agreed activities.
- Coordinate with communities to follow-up regularly on program activities, particularly those that promote progress toward (i) finalized local Codes of Conduct; (ii) fully functional Child Safeguarding Committees and (iii) Code of Conduct compliance monitoring and reporting protocols.
- Monitor programs actively through self-evaluation assessments, field visits, on-site additional information sessions, and online and on-site meetings.
- Develop innovation protection and wellbeing surveys and other management tools.
- Advisory Services and Technical Support
- Provide leadership and technical guidance to support the development of the program activities, strategies, and tools with internal colleagues from CWS Regional Office and HQ, and external colleagues from the Social Development and Services Unit (SDSU) of The Church of Christ in Thailand including;
- Educate the SDSU colleagues on the topic of child safeguarding and related knowledge in order to equip them with essential information for sustainable capacity building.
- Supervise and support SDSU colleagues engaged in CWS child safeguarding activities.
- Contribute to applications for funding or other business development activities in support of the programs.
- Financial Management
- Prepare annual budgets used for community engagement programs according to the scope of work and resource requirements.
- Ensure the efficient and cost-effective allocation of resources.
- Collaborate with CCT and other partners to develop resourcing strategies, budgets, and financial plans.
- Documentation and Reporting
- Attending bi-weekly team meetings and other meetings as required.
- Draft contributions to monthly, quarterly, semi-annual, and annual reports as requested by the Senior Program Officer of Regional Representative.
- Provide human-interest stories for the CWS Asia Review and website as requested.
- Contribute a quarterly report on the progress of the community engagement programs and attend the CCT Child Safeguarding Committee meetings.
- Contribute to annual reports to the Thai Ministry of Labor in order to provide detailed program updates for the renewal of CWS’s contract in Thailand.
5. Skills and Qualifications
- Fluent and comfortable working in spoken and written Thai and English.
- Undergraduate degree in psychology, child development, or similar. CWS will consider three-years of relevant work experience as equivalent.
- At least two years of relevant work experience in the field of child protection, wellbeing, or development. Previous experience of developing innovative child wellbeing programs preferred.
- Desire to work in multi-cultural environment.
- Strong communication skills especially with children and families in at-risk communities.
- Child-centered in approach and able to promote the best interests of a child within all settings.
- Familiarity with common issues of child protection in Thailand, and with Thai laws and regulations relating to child protection. Understanding of Thai practice and culture is essential.
- Track record of developing imaginative responses to challenges facing children.
- Able to think of programs or interventions to develop children in various skills
