Project Officer : Leading the Change Project

  1. Background

The Leading the Change Program is supported by the Swedish International Development Cooperation Agency (SIDA) via WWF Sweden.  Now beginning its second five-year phase, the project seeks to strengthen the role of local and national civil society organizations in planning, decision-making and supporting good governance of natural resources, and to build community capacity to effectively promote equitable natural resource management.  WWF Thailand will work with a small number (3-4) of CSOs/CBOs to strengthen their ability to undertake locally-based conservation activities and to achieve specific forest and aquatic conservation goals. Specific conservation actions will focus on maintaining forest connectivity and promoting community forests in the southern portion of the Western Forest Complex and the Tenasserim Corridor that connects the Western and Kaeng Krachan Forest Complexes. Aquatic activities will center on efforts initiated in the programs’ first phase at Nong Han Wetland in Sakon Nakhon Province to promote the wetland’s designation as a Ramsar site. 

 

The Project Officer will support WWF-Thailand’s Leading the Change II project in engaging civil society organizations and community-based organizations to strengthen their capacity related to financial management, financial reporting, as well as other issues related to organizational development. The Project Officer will assist the Project Manager in coordinating project activities to ensure the effective implementation of workplans and budget plans of the project and the plans developed with CSO partners, these include capacity building activities, exchanging workshops, and coordination with government authorities and other stakeholders in the project sites.       

 

II. Major Duties and Responsibilities

  • Strengthen the CSOs and CBOs partnership and alignment to the donor and WWF-Thailand‘s wider programs by providing back-stopping guidance to the partner in sub-grant implementation.

  • Coordinate with CSO partners to develop grant agreement including supporting in workplan development, implementation guidance and budget monitoring.

  • Organize regular meeting with CSOs and CBOs to assess the progress as well as recommend for better implementation of the work plan.

  • Review CSO partners’ financial reports, progress reports, and provide guidance as well as internal coordination to seek advice from other programs within WWF Thailand to ensure timely reporting and effective implementation of CSOs.

  • Develop and maintain database system for CSO/CBO capacity tracking to serve the purposes of CSOs and CBOs and WWF Thailand on participatory monitoring, evaluation, and learning.    

  • Assist the Project Manager on procurement process with project’s technical consultants e.g. RECOFTC and coordinate to ensure timely delivery of reports and products. 

  • Assist the Project Manager in the data analysis, report writing, update the workplan, and input into M&E and ESSF system, and provide feedback to Project Manager on the achievement and behind schedule deliverable.

III. Required Qualifications and Competencies:

  • Bachelor degree in Natural Resources, Environmental Science, Community Development or related fields preferred;

  • At least 3 years of experience in supporting civil society organizations, local communities, and/or local government on natural resource conservation or community development projects in Thailand;

  • Knowledge on project management, financial reporting, monitoring, and evaluation methodology;  

  • Familiarity with governmental and non-governmental environmental conservation initiatives, key players, and challenges in Thailand; 

  • Additional courses on facilitation skills and organizational development are an advantage;

  • Familiarity with WWF’s Environmental Social Safeguard Framework or a similar framework preferred;

  • Fluency in Thai and competence in spoken and written English.
