Objective:

The aim of the Project is to increase the social and economic inclusion of LGBTQI people and communities in Cambodia, Indonesia, Lao PDR, Philippines and Thailand through engaging the Asian Development Bank and the private sector/businesses, as reflected in their policies, practices, spaces and activities. 

 

Consultancy Background 

This regional project has a requirement to do an evaluation process for this project in country and regional level 

 

Objectives of the consultancy

  • The objective of this consultancy is to conduct an evaluation of the '(IM)PART: Advocating for LGBTQI Social and Economic Inclusion' project, both at the country and regional levels. Specifically, the consultancy aims to:
  • Assess the project's progress and effectiveness in increasing social and economic inclusion of LGBTQI people and communities through engagements with the Asian Development Bank and private sector/businesses across project countries - Cambodia, Indonesia, Lao PDR, Philippines, and Thailand.
  • Analyze the advocacy approaches, awareness raising initiatives, community-led research, capacity building activities, and LGBTQI participation facilitated by the project at both regional and country levels. 
  • Identify key challenges, successes, and lessons learned from the project implementation thus far with respect to increasing LGBTQI inclusion through ADB and private sector engagements using both qualitative and quantitative measures.
  • Provide a set of forward-looking recommendations to guide similar initiatives and maximise project impact moving ahead post-evaluation.

 

Scope of the Consultancy Service

The consultant is expected to perform the following tasks for evaluation the ‘(IM)PART: Advocating for LGBTQI Social and Economic Inclusion’

 

1. Desk Review 

- Review all relevant project documents, including but not limited to project proposal, interim progress reports, research reports, advocacy briefs and materials, awareness campaign outputs, training content and participation data, monitoring data, and other outputs.

 

2. Stakeholder Interviews: 

- Conduct comprehensive interviews with relevant project stakeholders at regional and country levels, including APCOM team, country partner organizations, ADB focal points engaged, private sector partners engaged, project beneficiaries among LGBTQI communities and other key informants that can provide qualitative inputs regarding project performance, challenges and wins, effectiveness and influence.

 

3. Analysis and Reporting

- Synthesize findings from the desk review and interviews through an inclusion and outcomes lens to put forth weighted evidence on what project strategies have been successful, what could be improved, and detailed recommendations to enhance LGBTQI inclusion in ADB and private sector moving forward. 

- Submit a project evaluation report highlighting analyze as per the set objective around assessing progress made towards social and economic inclusion via ADB and private sector work, advocacy approaches used, community participation levels achieved, capacity built, key learnings derived, opportunities identified and a future roadmap based on prudent recommendations applicable regionally and locally.

 

4. Debrief Meeting

- Present key evaluation findings and recommendations to the client through online debrief meetings open for questions and feedback. 

 

5. Final Evaluation Report 

- Submit a revised final report incorporating additional insights from the debrief.
