Position Title               :  Administrative and Finance Clerk

                                      (Thai Nationals Only)

Duty Station                :  Mae Sariang, Thailand

Classification              :  General Service (G-3, THB 49,198.25 per month)

Type of Appointment  :  One Year Fixed-Term Contract

Initial 12 months with possibility of extension

Estimated Start Date  :  As soon as possible

Closing Date               :  13 March 2024

 

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM is committed to the principle that migrants and society benefit from humane and orderly migration. IOM began operations in Thailand in 1975, assisting with the resettlement of refugees in countries where they could obtain permanent residence. Since that time, IOM activities in the country have significantly expanded in terms of both their geographic scope and target populations.

IOM's cooperation with the Royal Thai Government (RTG) has expanded to cover all aspects of migration affecting the Kingdom and its neighbors, including labour migration, migration health, counter-trafficking, emergency and post-crisis, institution building, border management, research, and private sector collaboration since the Kingdom of Thailand became a member state in 1986.

In 2023, IOM is the largest UN agency in Thailand, with over 350 personnel, five offices and eleven mission sites. The northern offices are Mae Sot, Mae Hong Son, Mae Sariang, and Chiang Mai.

Under the overall supervision of the Head of Sub-Offices and direct supervision of the Senior Finance and Administrative Assistant, the incumbent is responsible for supporting the management of the Resources Management Unit (RMU) activities in the sub-office of Mae Sariang.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Verify that all cash, wire transfer and cheque payment requests are duly completed, certified and authorized by authorized staff and all necessary supporting documents are provided before payment is done.
  • Maintain a filing system and ensure proper custody of financial documents – vouchers, bank correspondence etc. Ensure proper and systematic filling of all posted payments and other accounting documents according to the established standards
  • Assist in disburing payments to suppliers and staff members in Mae Sariang upon obtaining approval from the Head of Sub-Offices
  • Assist in the verification of invoices and verify that the equipment, supplies or services that referred to are duly received or provided before proceeding with request for payment.
  • Extract and input data from various sources in financial or accounting systems.
  • Assist in preparing financial supporting documentation for submission to the donors, auditors upon request.
  • Assist the senior finance and administrative assistant and Accountant in replying to queries concerning accounting and project reports;
  • Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required;
  • Perform any other duties as assigned by supervisor as required.

 

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • High School Diploma with at least three years of relevant professional experience; or,
  • University degree in finance, accounting and administration or related fields from an accredited academic institution with at least one year of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

EXPERIENCE

  • Proficiency in computer skills, including proficiency in MS Office Packages (Office, excel, Power point, outlook) internet and E-mail and experience in working with databases and online applications.
  • Prior experience in usage of SAP an added advantage.

 

SKILLS

  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
  • Mature individual, able to work independently under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision.
  • Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities.

 

4. LANGUAGES

  • Fluency in Thai and English (oral and written) is required.
