Created in 1993, ACTED is an international non-governmental organization pursuing a dual mandate of emergency response and development interventions in 40 of some of the world’s most vulnerable countries affected by conflicts, disasters or socio-economic hardship. ACTED Thailand

ACTED has been present in Thailand since 2012, with bases in Bangkok and Mae Hong Son. Through both emergency and longer-term resilience building programming in Thailand, ACTED seeks to work towards its global strategy of achieving a Zero Exclusion, Zero Carbon, Zero Poverty world.

ACTED’s work in Thailand has focussed on supporting sustainable livelihoods and economic development, through integrated vocational training opportunities and a package to support access to income generation. In additional, ACTED works with civil society partners to implement emergency assistance to regufees on the border area while building the capacity of these partners to respond to the needs of vunerable populations through tailored capacity development programs.

However, in line with ACTED’s belief that – even in a crisis setting – every individual should be supported to achieve their creative and economic potential, all the emergency assistance we deliver in Thailand is implemented with a view towards restoring self-reliance to affected communities, and supporting them towards long-term recovery, right from the start of a crisis.

 

 

Job Description

ACTED is looking for Field Officer in the fields of vocational training, protection, and emergency distributions. The Field Officer will be based in Mae Hong Son, with field trips to project locations on a frequent basis. The officer supports the Program team to ensures that the objectives/results of the program activities are met to the satisfaction of the beneficiaries and that are in line with ACTED’s global procedures. 

The job demands frequent interaction with the associates and provision of technical support to the camp-based trainers in the Mae Hong Son region. 

 

 

Working Relations:

Under the authority of: Program Manager (Mae Hong Son)

Internal relations: Area Senior Administration Officer, Driver

External relations: Mae Hong Son Community College, Camp-Based Trainers, KNED, KNRC, Camp-Based CBOs, Beneficiaries, Camp Commanders

 

Key Roles and Responsibilities

  • Coordinate with camp coordinators and camp-based trainers.
  • Coordinate with team for awareness raising on Vocational Training course.
  • Coordinate with camp-based trainer to provide TOT and regular refresher courses in collaboration with partners.
  • Prepare computer literacy program of the project.
  • Logistical support to the TOT in accordance with local college.
  • Support camp-base trainers to delivery Vocational Training Courses on a day-to-day basis.
  • Give demonstration lessons to camp-based trainers.
  • Coordinate with associates regards to curriculum certification.
  • Liaise with partners on the selection of beneficiaries.
  • Support Program Manager with development/adaptation of Vocational Training curricular in collaboration with local associaties.
  • Coordinate the provision of vocational training materials and supplies with logistics and partners.
  • Coordinate and monitoring the business grants beneficiaries and business implementation.
  • Coordinate with all relevant local stake holders in the refugee camps on day-to-day operational issues of the project.
  • Coordinate the training and support to women-cooperatives.
  • Support in the various assessment carried out for the projects.
  • Support the cross-border work from Mae Hong on into Myanmar, as per Myanmar based projects.
  • Adhere to COC and APP standards as set by ACTED.
  • Any other task as assigned by Program Manager or Country Director.

 

Required Qualifications and Technical Expertise

Thai Nationality Only

 

Technical Skills

  • Bachelor's degree/certificate in relevant field 
  • Minimum two years of previous experience in INGO field
  • Excellent command of computer packages such as Microsoft word, excel, and PowerPoint
  • Preferred experience supporting local civil society organisations or INGOs
  • Fluent English language skill and fluent Thai language are required, Burmese language skill is an advantage

Personal Specifications

  • Excellent communication skills in dealing with beneficiaries, colleagues, and external partners
  • Excellent sensitivity and diplomatic skills in dealing with vulnerable people and commitment and sensitivity to gender equity and gender rights, and working with refugees
  • Willingness to go on field trips to locations in Mae Hong Son Province
  • Be pro-active, self-motivated, and able to organise work independently as well as be willing to work within a team
  • Flexible, reliable, and trustworthy
  • Independent worker who can be managed remotely
