EF is seeking a motivated

Monitoring & Evaluation (M&E) & Communications Officer

based in Surat Thani, Thailand

This position has a dual function of M&E and Communications. As the M&E officer, she/he will be responsible for implementing M&E activities of the Project; providing technical field support to the Field Team in monitoring and evaluation activities; assisting the Project Manager in preparing Quarterly/Annual reports on project progress, monitoring project activities on a regular basis, developing and maintaining a project database and the collection & analysis of data in relation to the project activities. She/he will be responsible to help ensure high quality and timely inputs, to support the Project Manager maintain the strategic vision of the Project and that its activities result in the achievement of its intended impact in a cost effective and timely manner. In this way, she/he will help to ensure accountability, efficiency and delivery of project activities.

S/he will play a key role in supporting the project by creating and managing digital content aimed at enhancing smallholder capacity building activities and the Earthworm brand in Thailand. These include communicating and engaging audiences on topics such as regenerative agriculture, livelihood diversification, agroforestry, ecosystem restoration, and human-elephant conflict. Based in Surat Thani Province, she/he will work alongside with an existing EF team in Surat Thani, working collaboratively with farmers and other local partners to create value and improve smallholder resilience to fluctuations in climate and markets.

Key Responsibilities

  1. Monitoring and evaluation
  • Develop and strengthen monitoring, inspection and evaluation plans and procedures, including but not limited to developing Theory of Change, logframe, M&E plan and other project monitoring tools.
  • Support the roll out of Earthworm’s Global Impact Framework to project personnel in collaboration with the Project Manager and Impact Strategy Lead (Asia)
  • Oversea data collection, collation, storage, analysis, visualization and reporting, ensuring that data is of high quality
  • Support project team to ensure consistency in measurement across different time periods (propose solutions to deal with changes of methodology in between different periods of times)
  • Monitor and evaluate overall progress on achievement of results, providing feedback to the Project Manager on project strategies and activities
  • Report progress monthly, quarterly, and annually on all project activities to the Project Manager
  • Provide inputs, information and statistics to Project Management as requested
  • Perform regular field visits to ensure the quality of data collected by project teams and to verify the accuracy of reported data
  • Participate in annual project reviews and planning workshops
  • Support monitoring and evaluation of the effects and impact of the project
  • Support translation of impact management related material into key languages used in the country
  • Build capacity of project teams in M&E and impact measurement related skills

  1. Communication
  • Implement a Communication Strategy for Thailand to grow audience base and deepen audience engagement.
  • Ensure alignment with global vision and content strategy.
  • Monitor analytics to understand Earthworm Thailand’s audiences better.
  • Use data and analytics to measure impact, and refine strategies to achieve goals and objectives.
  • Identify opportunities to launch new channels (e.g. Instagram) or evolve existing channels (e.g. Facebook) to align with Earthworm Thailand’s goals and audience engagement strategy.
  • Partner with local influencers, studios, broadcasters/networks, and specialist agents.
  • Work on the ways in which other distribution channels—including public relations, partnerships, and events including 25th anniversary —can support the work of Earthworm’s communications content
  • Develop ideas for content and social engagement with local team, and ensure ideas are implemented into concrete activities.
  • Follow EF human resources and administrative procedures and guidelines, including expense reports and timesheets
  • Support other EF activities as required

 

Requirements – Candidate Profile Minimum Qualifications

  • University degree or higher-level training including, but not limited to: applied sciences, information management, statistics, mass communications, agriculture, natural resource management, information technology
  • 1-3 years’ experience in reporting, database management and developing M&E and performance monitoring plans
  • A good understanding of how to attract, grow, and engage local audiences using digital platforms.
  • Strong organizational skills, attention to detail and ability to manage multiple tasks and activities
  • Experience and ability to build strong relationships with farmers and with stakeholders at different levels
  • Strong interpersonal skills and demonstrated experience to work in a team environment
  • Enjoys spending time in rural areas and working with local stakeholders
  • Possess a valid license to drive a motorcycle in Thailand
  • Competent in use of Microsoft Office suite (Word, Excel, PowerPoint,) and Adobe Illustrator

Language skills

  • Native Thai Speaker including Southern dialects
  • Good-level of spoken and written English
  • Other languages an advantage (Burmese)

Working conditions / Physical effort

  • Position based in Surat Thani Province, Thailand
  • Requires a mix of office and field work
  • Business travel beyond Surat Thani Province

Other information

  • Full time (40 hours/week)
  • 1 year contract via local partner, for renewal
  • Immediate start
