5. POSITION TITLE: DIR Development Assistance Specialist (Mission Engagement Advisor), FSN-12

6. MARKET VALUE: THB 1,927,889 – 3,373,801 per annum equivalent to FSN-12 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

7. PERIOD OF PERFORMANCE: Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES 

11.1. General Statement of Purpose of the Contract
The USAID Development Assistance Specialist (Mission Engagement Advisor) is in the Office of the Director (DIR), United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA). The job holder shares responsibility with the Mission Director and the Deputy Mission Director for leading and directing the one of the largest USAID Mission in the world. The Mission Engagement Advisor initiates, develops, and maintains the full range of activities that will enhance cooperation and coordination between the USAID/RDMA Mission and other missions in the region. There are two primary areas of responsibility for the Mission Engagement Advisor: 
1) Manage and supervise the existing and well-established Client Experience system
2) Provide senior-level support to the DIR’s office for high-priority and complex Mission engagement activities or projects.  

11.2. Statement of Duties to be Performed

A. STRATEGIC PLANNING, ORGANIZATIONAL DEVELOPMENT, MISSION ENGAGEMENT, AND REPRESENTATION  (40%)

  • Leads or supports as necessary on all high-level visitor trips to Thailand or the region for RDMA related activities. Serve as Control Officer or Deputy Control Officer or Site Officer as requested. The Mission Engagement Advisor may serve as the Front Office focal point overseeing the work of Control Officers.
  • Supports the Mission Director (MD) and Deputy Mission Director (DMD) to ensure their participation in high-level regional fora and or RDMA program activity events are impactful and support priorities under the Regional Development Cooperation Strategy (RDCS). Periodically represents RDMA directly in specific fora as appropriate, with bilateral USAID Missions, regional intergovernmental and or civil society partners. 
  • Supports Asia Bureau, USAID, or Congressional Leadership during travel to Southeast Asia for RDMA related events. Ensures the principal is prepped and can engage effectively at the highest level. 
  • As a senior member of the RDMA Front Office, provides continuity during transitions or travel of the Mission Director and/or Deputy Mission Director. Advises Foreign Service Officers serving in the Acting MD or DMD positions to ensure continuity is maintained throughout the Mission.
  • Develops and leads special events and or Mission processes as deemed appropriate for advancing Mission morale, strategic implementation, or other priority areas. 
  • Alongside the Mission Director and Deputy Mission Director, provides leadership to Mission staff on Diversity, Equity, Inclusion and Accessibility (DEIA) efforts and helps advance these priorities under the Agency’s DEI Strategy.
     

B. CLIENT EXPERIENCE STRATEGY DEVELOPMENT AND OPERATION MANAGEMENT   (40%)

  • Leads USAID/RDMA’s strategy development and implementation of customer experience, ensuring the Mission remains focused on regional service priorities.
  • Evaluates clients’ experiences against a set of customer satisfaction goals and criteria. Continuously reviews the strategic direction and supporting data to identify and implement process improvements.
  • Analyzes client service requests and, as appropriate, discusses the details of those requests with client Missions to clarify the scope and thus facilitates decision-making within RDMA. 
  • Finalizes reports for client Missions, USAID/RDMA and Agency leadership, as appropriate. Identifies ways to reduce costs without affecting the overall client experience.
  • Analyzes service provision data in support of recommendations to senior management on staffing RDMA offices and trains staff to meet client needs.
  • Proactively analyzes and addresses issues, identifies risks and problems, reports accordingly to Mission management with proposed solutions. Maximizes the percentage of service requests that are approved by astutely utilizing a breadth of resources (RDMA staff, RDMA mechanisms, Asia Bureau staff, and broader Washington staff). This requires a robust understanding of service provision tools available to RDMA and client Missions.
     

C. RELATIONSHIP MANAGEMENT AND OUTREACH AND CAPACITY BUILDING:   (20%)       

  • The job holder establishes and maintains strategic partnerships with the highest USAID officials and US Mission to Thailand officials, by building mutually beneficial relationships, facilitating communications, and coordinating activities among USAID/RDMA staff. 
  • Builds robust networks with USAID/Washington leaders, USAID Mission leaders, and US Mission to Thailand officials to serve as a platform to promote USAID/RDMA development programs and build strategic linkages to enhance effectiveness of those programs. 
  • Represents the USAID/RDMA Mission in local and international forums, reconciling competing USAID/RDMA and USAID interests, and ensuring effective implementation of decisions and agreements.
  • Serves as the Mission’s senior coordinator and one of the key officials in developing, formulating, presenting, and implementing the Mission’s operational posture and procedures.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

11.3. Supervisory Relationship
This position reports to the USAID/RDMA Deputy Mission Director of their designee.

11.4. Supervisory Controls
This position will directly supervise one Development Assistance Assistant, FSN-8.

12. PHYSICAL DEMANDS: 
The work requested does not involve undue physical demands.


II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: A Bachelor’s Degree in the field of International Relations, International Development, Public Policy, Social Sciences, Business Administration, Law, Health, Economics or other USAID useful specialty is required.

2. Experience: At least seven (7) years of experience in project management, management consulting and/or customer service, representational role, coaching on tactful approaches to dealing with VIP high level visitors, adaptive learning, and management from a corporate perspective is required. Must have specific experience with data management and data collection, data analysis and visualization systems and tools to improve customer service systems and/or overall organization operations.

3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.
 

III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.

In consultation with the CO, the technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.

1.1 Experience (20 points):
Additional points will be given for relevant experience above the minimum requirement stated in Section II which may include mentoring and coaching staff and serving as a strategic thought leader to identify opportunities to showcase Mission achievements.

1.2 Knowledge (30 points):

  • Demonstrates an in-depth, professional-level knowledge of development principles, concepts, and practices, especially as they relate to the political, economic, and development realities of the host country, as well as of host-country and international law, protocols, and agreements pertaining to international cooperation. 
  • Demonstrates a well-developed knowledge and understanding of the social and cultural characteristics of the host country and/or the region; the economic development problems, resources, and resource constraints, and development prospects and priorities of both the host country, development partners and the region; and, a good knowledge, or the potential to quickly acquire such knowledge, of USG legislation, policy, and practice relating to development assistance, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of USAID programs/projects/activities in the host country. 
  • Demonstrates a knowledge and understanding of the organization and the respective roles of the different branches in the host country government, in order to enhance effective communication, and to develop consensus on USAID/USG program/project/activity strategy and implementation plans.

1.3 Skills and Abilities (50 points):

  • Demonstrates a skillful in program/project/activity programming, policies, and plans, and in developing strategies for implementation. 
  • Demonstrates an excellent interpersonal skill, including diplomacy and tact, to work effectively with people at all levels in a culturally diverse environment. 
  • Demonstrates a dynamic, customer service-oriented leader who is able to build trust-based relationships, mentor/coach others to guide their success, and model behaviors demonstrating high emotional intelligence and senior-level judgment and decision-making.
  • Demonstrates an ability to assess numerous data points simultaneously to inform high-level management decisions and recommendations. Must be able to analyze business challenges with a data-driven approach and identify challenges for further review.

SELECTION PROCESS:

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information.

Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3.  Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and a valid TOEIC score mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror. Only offerors within a competitive range will be contacted. No response will be sent to unsuccessful offerors.
