Title: Consultant to develop, implement and evaluate campaign on Trafficking for Forced Criminality

Type of Contract: Fixed Price

Duration of Contract: 21 months

Background

Thailand is a source and transit country for criminal syndicates operating cyber scams in Cambodia, Laos, Burma, and the Philippines, often in Special Economic Zones, where they exploit victims in forced labor, forced criminality, and sex trafficking.  These cyber scam operations recruit Thai people and also use Thailand as a transit country by recruiting workers from numerous countries with fake job advertisement in Thailand, then transport them to neighboring countries where these operations are located and force them to conduct illicit online scams, often through physical violence.

 

Assignment Summary:

The USAID Thailand CTIP is supporting Department of anti-TIP (DATIP) of Ministry of Social Development and Human Security (MSDHS) in preventing Thai and non-Thai at-risk populations from being recruited in or transit via Thailand to be trafficked for forced criminality hence is seeking a team of consultant to help design, implement and evaluate a comprehensive communication campaign.

 

Tasks:

  • Under supervisory of the working group on campaigning led by DATIP of MSDHS, proving technical support in drafting the campaign roadmap.
  • With inputs from the working group, develop a concept note, annotated workshop program and facilitation plan in Thai and English for a co-creation workshop to develop a coordinated campaign for Thai multi-stakeholders in CTIP community who have different knowledge and background of campaigning. The workshop is anticipated in Bangkok around June and will be Thai. The consultant will facilitate the plenary and group break outs at the workshop.
  • Based on the findings from the workshop, propose draft campaign activities together with the implementation and evaluation plan to the working group for approval.
  • Produce and implement campaign of approved activities which may include content (for example, human stories, video production, visuals, infographics, data visualization, but not limited to) for online (including social media publications, online events, interview, chat bots and stickers) and offline (printing). It is important to coordinate the campaign with other campaign efforts by NGOs and the Royal Thai Government.

Payment and Payment Schedule

Payment will be made upon timely submission of satisfactory deliverables per agreed and approved by Winrock. The payment schedule is subject to negotiation between Winrock and the selected Consultant.

 

Qualifications

The consultant should meet the following minimum requirements:

  • Demonstrated experience of communications for development and/or social behavior change communications in relevant areas such as human rights or countertrafficking sector;
  • Proven track record in facilitating workshops specifically focused on campaign development;
  • Proven track record of designing, implementing and evaluating campaign or demonstrated strong creative thinking abilities to generate campaign concepts that meet objectives;
  • Proven track record of developing campaign contents;
  • Excellent interpersonal communication skills in Thai, including speaking and writing;
  • Respectful and professional, particularly when working with diverse cultures and populations, and on sensitive topics; and
  • Proficiency in written English.

 

Proposal Submission

Interested teams should submit technical proposals as separate files. All documents related to this assignment should be in English and submitted in PDF format. Proposals must be submitted electronically, with all pieces of the proposal labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (not including annexes), single spaced, Time New Roman Font 1I.

 

The technical proposal should include the following components:  

  1. Cover page
  2. Organizational profile & institutional capacity: The applicant must present in narrative format a description of:
  • Company profile (supplemental material can be placed in an annex);
  • Organizational capacity to conduct the scope of work, as well as relevant experience (include at least 2 examples of communication campaigns conducted by an applicant in the annex);
  • CVs for all proposed team members (included as an annex); and
  • Names and contact information for three references who can provide evidence of the candidate’s experience performing similar tasks on related assignments.
  1. Technical proposal: The applicant should describe in the technical proposal demonstrating the understanding of the scope of work and ideas on how to 1) create the roadmap to design, implement and evaluate the campaign, 2) facilitate the co-creation workshop, 3) produce campaign including their contents, 3) implement and evaluate campaign. A detailed workplan including activities, timeframes, staffing, and resources should be included in the technical portion of the proposal. Shortlisted candidates might be asked to present their proposal to the selection committee.
  2. Timeline: Include an illustrative Gantt (or similar) chart that outlines activities and sub-tasks, responsible parties, and a timeline for completion.
