Position Title: Energy Policy, Carbon Credit and Renewable Energy Certificate (REC) Consultant-Senior Level

Type of Contract: Fixed total price and monthly basic based on budget in each year

Duration of Contract: 4 Years

Background:

The Thai Renewable Energy (RE100) Association is recruiting applicants for the "Study on Thailand's Energy Policy for Energy Transition and Carbon Neutrality for VRE Penetration" project (“Project”). This project will support the power sector and transport's transition through technology and knowledge transfer, as well as policy, regulatory, and business model development support. The project aims to aid Thailand in its decarbonization efforts and further develop the renewable energy, green transport, and decarbonization industry sectors. The project will focus on the following three outputs:

• Output I: Technological options to decarbonize the power, transport, and industry sectors have been developed.
• Output II: Recommendations for new or improved policy, market, and regulatory frameworks that will accelerate the transformation in the energy, transport, and industry sectors have been developed.
• Output III: Pilot solutions accelerating change towards carbon neutrality in the energy, transport, and industry sectors have been successfully tested in the City Lab.

The project will be related to the work package of the consortium, which includes:

• School of Renewable Energy and Smart Grid Technology (SGtech), Naresuan University
• King Mongkut’s University of Technology Thonburi (KMUTT)
• Agora Energiewende
• Agora Transport
• Fraunhofer
• Electric Vehicle Association of Thailand (EVAT)

Scope of work:

• The consultant will collaborate with RE100’s consortium and recommend energy and renewable energy policies, especially concerning carbon credits and Renewable Energy Certificates (RECs), both in Thailand and globally.
• The consultant will lead and coordinate with stakeholders from both government and private sectors to implement the project.
• The consultant shall support the work package of the project to achieve the three outputs.

Qualifications:

• In-depth knowledge and understanding of energy and renewable energy policy in Thailand and global trends, particularly regarding carbon credits and Renewable Energy Certificates (RECs).
• Proven experience recommending solutions related to decarbonization, energy transition, and transport transition.
• Excellent facilitation and communication skills to engage with stakeholders from both government and private sectors.
• Cultural sensitivity and awareness to adapt approaches and methodologies to different cultural contexts.
• Strong analytical and report writing skills to synthesize data and prepare comprehensive reports.
• High level of professionalism, integrity, and ethical conduct.
