Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM Thailand’s Labour Mobility and Social Inclusion (LMI) unit works to foster the synergies between labour migration and development, and to promote legal avenues of labour migration as an alternative to irregular migration. Moreover, LMI aims to facilitate the development of policies and programmes that are in the interest of migrants and society, providing effective protection and assistance to labour migrants and their families. Key LMI interventions include policy advice and capacity-building in labour migration management; protection of workers throughout the labour migration process; promotion of ethical recruitment and decent, including supply chains management; information-sharing and awareness-raising; and migrant training and integration.

LMI in IOM Thailand carries out various regional programmes related to Migration, Business and Human Rights (MBHR). Through these programmes and initiatives, IOM aims to enhance migrant workers’ access to their human and labour rights and promote their fair and ethical recruitment and employment. In this light, IOM carries out assessments to assess the recruitment and employment experiences of migrant workers, through migrant centred human rights due diligence assessments. Through these assessments, IOM aims to provide its partners, primarily private sector actors, with assessment reports and practical recommendations to address the risks of labour exploitation, forced labour and human trafficking of internal and international migrant workers in daily operations and global supply chains. IOM also provides a variety of capacity building support to businesses: strategic and technical advisory, seminars and trainings, provision of guidelines and tools.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES

IOM seeks a consultant/consultants to carry out the following tasks:

  • Support identification of Japanese businesses operating in Thailand or ASESAN hiring migrant workers and who may or may not be aware of human rights risks associated with migrant workers. Support outreach to these businesses, in Japan and/or their subsidiaries and suppliers in Thailand/ASEAN;
  • In close coordination with IOM’s project managers and communication team, support elaboration of communication strategy and its implementation to disseminate IOM’s MBHR resources and tools to key Japanese stakeholders and businesses through divers communication channels;
  • Support organization of trainings, seminars, meetings and other events. This may include but not limited to: liaison with participants (Japanese speakers), preparation and/or translation of agenda, presentation, meeting minutes, briefing notes, articles etc. from English to Japanese and vice-versa;
  • Support facilitation of trainings, seminars and meetings in Japanese language, as necessary;
  • Research on issues related to labour migration and BHR around Japanese businesses, useful to implement above activities. Share up-to-date information to IOM team to inform its programming;
  • Translate documents from English to Japanese and when necessary, from Japanese to English. Proofread documents translated from English to Japanese by an external service provider;
  • Support in-person interpretation during meetings, when necessary, from English into Japanese and vice-versa.

Prior to each assignment, IOM will provide the consultant with concrete outputs to be delivered, in line with above mentioned tasks.

While this is not committed, the consultant may expect to work on IOM’s assignments no exceeding 60 hours per month. The maximum number of working hours per month is to be negotiated between consultant and IOM prior to the start of assignment. Hours may vary each month, within the mutually agreed limit, depending on the workload. Payments will be made on a monthly basis, based on the confirmed working hours.

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • University Degree in business development, economics, international development, or any related field from an accredited academic institution.
  • Knowledge of labour migration context in Asia and the Pacific and/or private sector engagement is desired.

 

Experiences:

  • At least five years of relevant professional experience.
  • Previous experience in working in a Japanese company and/or the UN system is an asset. 

 

Skills:

  • Strong time management skills. 
  • Ability to work in a multicultural environment and respect diversity. 
  • Teamwork-oriented but with a capacity to work independently. 
  • Excellent writing and verbal communication skills in English and Japanese.

 

Languages:

  • Fluency in English and Japanese (oral and written) is required.
