Background 
WWF is seeking a full-time, Thai national Law Enforcement Capacity Building Specialist to join their Greater Mekong Programme Office (GMPO).  As part of the WWF Asia Pacific the GMPO oversees the Country Offices that are managed by WWF International in the Greater Mekong; (Myanmar, Cambodia, Laos, Thailand and Vietnam).  The Law Enforcement Capacity Building Specialist will support WWF GMPO to deliver the Asia Pacific strategy1- in particular under Outcome 6: Illegal Wildlife Trade & Poaching.   In support of this strategy WWF is part of a consortium implementing the End Wildlife Crime (EWC) project.  This position supports implementation of the EWC project in support of WWF APs greater strategic plan and outcomes. 

 

Position Description 
The position will be supporting implementation of the USAID EWC project under Objective 2. The EWC project is a five-year regional program of the U.S. Agency for International Development (USAID) that will conserve biodiversity and strengthen rules-based order by building on the long history of USAID Regional Development Mission for Asia (RDMA) in countering wildlife trafficking (CWT) through partnerships with regional organizations, governments, the private sector, and civil society. The program primarily focuses on China, Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, and Vietnam. It aligns with USAID/RDMA's strategic objectives of reducing transnational environmental crime and bolstering regional civil society networks. 

 

Objective 2 aims to strengthen the rule of law by working with law enforcement, judicial, and policymaking professionals to further institutionalize the competencies necessary to decrease wildlife 
trafficking and other wildlife crime through support to the region’s criminal justice sector training institutes and their alumni associations to incentivize professional networks that can share best practices and increase conviction rates in wildlife prosecutions. In addition to supporting Objective 2, the Law Enforcement Capacity Building Specialist will serve as an integral EWC team member helping to build synergies and cross fertilization with activities under the program overall. The position will report on a daily basis to the EWC Law Enforcement Lead, overall, to the Chief of Party, as well as liaise with the WWF Wildlife Lead for Asia Pacific (AP). The position will be based in Bangkok, Thailand.   

 

Responsibilities 
The Law Enforcement Capacity Building Specialist is expected to undertake the following specific tasks: 
● Provide technical, coordination and administrative support in undertaking mapping of all the training academies, universities, and other learning institutes/platforms across the region that service criminal justice stakeholders.  
● Work closely with the Law Enforcement Lead and relevant partners and experts to develop a regional strategy that outlines a common vision on what is required for the effective training by training academies, universities, and other learning institutes/platforms, as well as collaboration and coordination among them.                                              
● Help create a standardized regional approach to training and coordination which will include supporting the process of developing a toolkit that focuses on best practice models, minimum knowledge standards, and adult learning approaches. 
● Coordinate outreach with partners, government counterparts and other stakeholders to help establish thematic working groups, convene meetings, and organize collaboration events and training 
exchange programs to support enhanced coordination and collaboration. 
● Update, maintain and manage the roster of experts of instructors and experts, and a compendium of capacity building and training resources, tools, materials, and programs to support 
institutionalization and regional capacity building, collaboration, and networking initiatives.  
● Assist with reporting and annual work planning processes, and help ensure that activities align with cross-cutting plans such as the Gender and Inclusive Development Action, Localization, and Private Sector Engagement plans. 
● Other tasks will include supporting the preparation of documents related to the organization and delivery of events, helping respond to requests from USAID, collecting monitoring and evaluation 
data, and participating in workshops and meetings. 
● The position will also need to undertake any other duties as agreed by the Supervisor or as required be WWF AP Wildlife Lead. 

 

Education and Experience: 
● Degree in law, criminology, or topic related to criminal justice systems and approaches 
● 5 years professional experience in law enforcement, preferably in relation to environmental/wildlife crimes.  
● Experience, training and/or education relevant to biodiversity or conservation fields an advantage. 
● Experience supporting donor-funded or led projects (especially USAID) focusing on capacity building and training of criminal justice stakeholders, strongly preferred. 
● Knowledge of the challenges working in Southeast Asian countries especially in the field of law enforcement and wildlife crimes. 
● Experience with adult learning approaches and strategies, desirable. 

 

Knowledge, Skills and Abilities: 
● A capacity to navigate and communicate with a wide range of criminal justice stakeholders at national, regional and international levels. 
● Familiarity with national, regional, and international legal and policy frameworks related to environmental and/or wildlife crimes.  
● Ability to work effectively in a multi-cultural, multi-disciplinary team and to adapt to the changing needs and conditions of the donor, partners, and counterpart agencies. 
● Skills in organizing regional events that bring multiple criminal justice stakeholders together. 
● Capacity to work in high pressure environments including meeting tight deadlines. 
● Understanding of working with a range of different government, civil society, international organizations, NGOs and private sector stakeholders.  
● Fluent in English including strong written and verbal communication skills. 
● Able to work effectively with the Microsoft office suite (Word, Excel, and PowerPoint).
