1. ORGANIZATIONAL CONTEXT AND SCOPE:
The International Organization for Migration (IOM) is the UN Migration Agency. With 173 member states it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government, and civil society to:
- Assist in meeting the operational challenges of migration and mobility
- Advance understanding of migration issues
- Encourage social and economic development through migration; and
- Uphold the human dignity and well-being of migrants and mobile populations.
Under the overall supervision of the Head of Resources Management and the direct supervision of the National Resources Management Officer, and in close coordination with the Asia and the Pacific (APAC) Regional ICT and ICT Central Team. The successful candidate will provide the necessary Information Communication and Technology (ICT) support to the Asia and the Pacific (APAC) Regional Office in Bangkok, Country Office, RSO, RSC and its field offices. The Senior ICT Assistant (G7) will be responsible for managing the ICT Systems and Network Infrastructure of IOM APAC Regional Office in Bangkok, Country Office, RSO, RSC offices in close coordination with Regional and Central ICT Units. The incumbent has to be competent in the technical aspect of desktop troubleshooting and user orientation.
2. RESPONSIBILITIES AND ACCOUNTABILITIES:
- Provide Tier 1 and Tier 2 level technical support such as immediate diagnosis and workarounds for reported incidents in APAC Regional Office in Bangkok, CO, RSO, RSC and sub-offices.
- Provide guidance, training, and supervision to junior staff and interns in the ICT unit.
- Support and coordinate the activities of the ICT Unit, ensuring that all requests are addressed timely and accurately, with an efficient allocation of resources.
- Ensure the proper implementation of Information and Communication Technology policies, guidelines and standards, other frameworks (e.g., NIST); and work towards adherence to the ICT strategy, in order to achieve greater efficiency.
- Proactively monitor the application of ICT standards, identify major gaps and provide recommendations to address associated risks to minimize downtime.
- Assist the CoM, RMO, and Regional ICT, to prepare the ICT Business Continuity Plan and ensure that recovery functions are effective and working properly.
- Carry out the regular updates of the antivirus database and the distribution of the updates to all the workstations. Including support with incident response related with information security in the mission and its sub-office/s.
- Participate in the assessment, verification, monitoring and review of ICT Risk Assessment activity in the office.
- Ensure the required performance and stability of network services and servers (LAN connectivity, WAN, Messaging, Internet, VPN, etc.) to prevent and minimize downtime or service interruptions and maximize the efficient use of organizational IT resources.
- Collect and analyze market information on various Internet solutions for the country office and sub-offices, and coordinate installation and maintenance. Assist with the Internet Service Provider (ISP) selection process and participate in the sourcing of vendors, analyzing bids and selection of successful provider.
- Organize and provide computer training sessions to all end-users to ensure the productive use of existing and new systems.
- In coordination with ICT Central and the ICT Officer of the APAC region, monitor installation and testing of planned technology upgrades for the network, systems and applications; including servers and WAN/LAN.
- Participate in problem solving, support and assistance for the use of technology in the office.
- Support the offices to Digital Transformation and the deployment of cloud-based solutions (e-Filing, PR online, electronic signature, sharepoint data... etc)
- Monitor systems and networks (LAN, WAN) and perform essential maintenance such as server controls, data integrity tasks (back-up, disk space etc.).
- Manage and maintain the Offices’ communications systems and equipment, including PABX, VoIP, Telephone Lines, Video Conferencing, Internet Access and all other communication issues. And keep monitoring of power lines.
- Provide recommendations in the purchase and maintenance of mission computer and communication equipment.
- Make sure all computer purchases are licensed with all standard software and coordinate with COS Unit for all IT equipment requested by all programs and schedule the delivery of the equipment to offices. Ensure the licensing renewals are updated for the mission and all its offices.
- Ensure the evaluation of workspaces in terms of ICT equipment and layout and to follow up to ensure optimal working conditions and staff safety.
- Assist in the development and deployment of the mission website and project websites.
- Coordinate the installation and re-location of the unit’s hardware and equipment servicing.
- Ensure the monitoring, maintenance and troubleshooting of various ICT devices and services hosted in the Data Center such as but not limited to networking devices, servers, sensors, UPS, and coordinate the support with vendors and/or regional ICT/Central ICT when needed.
- Manage the ICT inventory tracking system and making sure it is updated.
- Assist in managing, maintenance and technical support for Database systems in the mission used by other program units.
- Provide ICT support and conduct planned/unplanned duty travels to mission under RO when necessary.
- Perform such other duties as may be assigned.
3. QUALIFICATIONS AND EXPERIENCE
EDUCATION
- University Degree in Computer Engineering, Computer Science or a related field from an accredited academic institution with five (5) years of relevant professional experience; or
- Completed High School degree from an accredited academic institution, with seven years of relevant professional experience.
- Relevant Industry Certifications such as Microsoft (Azure, Windows Server & Workstation), Cisco (CCNA+), ITIL, CompTIA, Software Development and others can be an added advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Five years (5) experience in supervising and coordinating ICT services in the mission including the administration of operating systems for workstations (Windows 10, Windows 11) and server level (Windows 2016/2019);
- Experience in networking environment (LAN/WAN);
- Experience in managing database systems;
- Working in a multicultural environment with others with diverse professional backgrounds is required.
- Able to handle a heavy workload efficiently with minimal supervision and understanding of the importance of close teamwork is highly appreciated.
- Emergency and disaster response training is an added advantage.
- Discreet, innovative, details and clients-oriented, patient and willingness to learn new things.
- Experience in working in an international organization.

4. LANGUAGES
- For this position, Fluency in Thai and English (oral and written) is required.
- Working Knowledge of Thai is an advantage.
