EMPLOYMENT ANNOUNCEMENT

 

Norwegian People’s Aid (NPA) is a humanitarian Non-Governmental Organisation (NGO) rooted in the Norwegian Labour Movement. We work with International Development Partnerships, Mine Action and Disarmament (DMAD), Rescue Service and First Aid, and Asylum and Integration. Norwegian People’s Aid has approximately 9,500 members in Norway and 2,200 staff worldwide. We work in 35 countries around the world.

NPA Thailand is currently working in partnership and support to the Thailand Mine Action Centre (TMAC). In 2024, NPA is implementing the “Landmine Survey and Clearance” project in joint-operations with the Humanitarian Mine Action Unit 3 (HMAU 3) for technical survey including manual demining, mine detection dog and mechanical operations.

This technical survey and clearance will free up land where fear from mines/ERW currently impedes cultivation and other development/business initiatives.

Due to the programme expansion, we are currently looking for an Information Management Officer (IMO) to work in our Baseline Survey Teams in Thailand.

 

Position: Information Management Officer (IMO) 1 position

Department / Project / Country: Department of Mine Action and Disarmament (DMAD) / NPA Programme / Thailand

Immediate Superior:  Operations and Information Management Officer (OIMO)

Starting Date:  Immediately

 

Qualifications:

The Information Management Officer (IM Officer) is responsible for information management and contributing to the survey reporting. He or she will be assisting the Operations team to follow up and co-ordinate landmine survey and clearance operations. Experiences in mine action and land release will be an asset, but not necessary. This position is based in Bangkok with a significant proportion of working time in the field.

  

Education

Must have:

  • Studies in computer science and studies in information management or relevant education
  • Sound IT knowledge
  • Experience in computer handling and data acquisition
  • Experience on computer maintenance and computer security software
  • A realistic and objective approach to new technologies and methodologies
  • Cooperating ability with all relevant stakeholders

Desirable:

  • Database development and good understanding of RDBMS
  • Understanding and knowledge of GIS (Geographical Information Systems)
  • Profound knowledge in technical English would be an asset
  • Experience using ArcGIS programme

 

Experience

Must have:

  • Experience in using MS Office

Desirable:

  • At least 3 years of progressive working experience in any reputable organization or enterprise in the field of data management and database development
  • Working experience in mine action programs would be an asset

Other Qualification

  • Written and verbal proficiency in Thai. English proficiency is desirable
  • Good health

  • Ability and readiness to work under pressure and dealing with difficult and complex conditions

 

General responsibilities

  • Day to day management and quality control of available data submission from the field team
  • Assist in designing/producing maps for operational purpose
  • Co-operate and assist OIM Officer in summarizing of available data
  • Ensure that data entry is updated and provide data output/analysis upon requests
  • Ensure that forms/maps/software/IM tools are standardized and applied throughout the project

 

Specific duties

  • Have the day to day responsibility for management of information management related tasks in the project/programme
  • Make sure data quality of field operation progress is checked and entered into SharePoint
  • Produce overview maps
  • Create, manage, backup and restore GIS projects and GIS data, manage hard-copies, set up and install Windows, programs, printers, scanner, internet and network infrastructure at office

Specific duties:

  • Have the day to day responsibility for management of information management related tasks in the project/programme
  • Make sure data quality of field operation progress is checked and entered into SharePoint
  • Produce overview maps
  • Mentor/coach/train its subordinate
  • QC/QA on reporting from subordinate before sending out
  • Ensure data is updated from NPA operational data and well prepare to submit to national authority
  • Create specific GIS data as required
  • Create, manage, backup and restore GIS projects and GIS data, manage hard-copies, set up and install Windows, programs, printers, scanner, internet and network infrastructure at office
  • Make a schedule to provide support/maintenance of informatics system in the office to keep it in sound working conditions (i.e. including hardware and software check, networking services, system and file backup, anti-virus update and security, and training for IT users at NPA field operation)
  • To assist and closely work with the IM Manager in managing the overall delivery of the Information and IT plan in an effective and efficient manner
  • Provide training to field operational staff on how to use GPS (set up, marking, upload, download, directing, bearing etc.)
  • Conduct QA of the use of GPS for field staffs
  • Report any technical task that is unclear to OPS Manager/RIMA and request for monitoring
  • Cross checking with IM colleagues to ensure all information are correct, accurate and set in proper place

All responsibilities and reporting has to be carried out in accordance with the strategic objectives of NPA as set out in the Humanitarian Disarmament Department Strategy, the Delegation Directive, the NPA Thailand strategy, annual plans and budgets, the respective donor grant contract terms and conditions, the NPA Operational Management System (NOMS), procurement guidelines and other relevant procedures and guidelines in the Quality Management System (QMS) and NPA Organizational Policy. Any deviation from the above has to be reported to, and approved by Programme Manager.
