The Senior Research and Policy Officer will work closely with the Programmes and Advocacy Unit. The Officer upholds APCOM's commitment to support community-led research and strengthen community-led advocacy efforts that influence policies and effective programming. The Officer contributes to the strategic direction of APCOM and the Programmes and Advocacy Unit. Primarily, the Officer is expected to oversee and lead the implementation of activities that contribute to the empowerment of marginalised key population and LGBTQI communities through online and digital engagements.
The Senior Research and Policy Officer will support the Programmes and Advocacy Unit Head - HIV Portfolio Manager in strengthening APCOM's HIV programming portfolio and its corresponding elements.
Project Monitoring
The Senior Research and Policy Officer will serve as the project monitor for the project titled CODE Strategies (Community-led Online and Digital Engagements as strategies to reduce HIV prevalence and advance equity among LGBTQI+ in Asia-Pacific).
• The main duties and responsibilities will include managing, monitoring, and tracing activity implementation as well as corresponding project expenses within the designated project period.
• In the performance of this role, the Officer will work closely with the Programmes and Advocacy Unit Head and Digital Key Population Engagements Officer in overseeing project work plans, and implementing, monitoring and evaluating project activities.
• The Senior Officer will also work closely with the project's finance focal point to ensure accurate monitoring, recording and projection of project budget.
• The Senior Officer will act as a focal point for communication with the project donor. This includes being a client-facing representative who maintains strong relationships with donors and ensures their requirements are fully met throughout all stages of the project.
• Working closely with the Programmes and Advocacy Unit Head and Digital Key Population Engagements Officer, the Senior Officer will provide guidance and technical input to the project's country partners to ensure effective implementation of project components.
Project Implementation
The Senior Research and Policy Officer is tasked to lead the project implementation at the regional level, oversee and support project implementation at the country level, develop strategic collaborations and partnerships, and ensure sustainability of project outcomes. The Senior Officer will have the following main scope of work:
• Coordinate with community partners at the country level to ensure a cohesive approach in project implementation towards achieving desired outcomes.
• Ensure that the activities and strategies of CODE Strategies Project are primarily guided by the following APCOM-produced toolkits and case studies as identified in the approved project proposal.
• Lead the implementation of project components that promote and strengthen community leadership and address the fragmented implementation of community-led monitoring.
• Contribute in design and implementation of digital tool for community-led monitoring including identifying monitoring indicators, methods of data collection, preparing community guide for its use, produce training module for community-led digital data gathering, and providing technical support to country partners in rolling out the digital tool.
• Working closely with the Programmes and Advocacy Unit, facilitate the analysis of results and produce the needed data or strategic information.
• Working closely with the Programmes and Advocacy Unit, lead the design of advocacy activities supporting the contribution of community-led data to national program
• Lead in facilitating regional activities that address unfriendly or restrictive policies and legal and structural barriers preventing key populations' and LGBTQI+ community's access to services which furthers social inequality.
To be considered for the position of Senior Research and Policy Officer, candidates must meet the following qualifications:
Education
• Post-Graduate degree in a relevant field such as public health, public policy, or a related field with 3-5 years of experience in designing and implementing projects related to communityled monitoring, participatory research, or community-based development. OR a Bachelor's degree in social sciences with a minimum of 7 years of experience in designing and implementing projects related to community-led monitoring, participatory research, or community-based development.
Experience, skills and knowledge required:
• Experience working on community-led initiatives and programs is preferred.
• Strong understanding of project management principles and experience in leading project teams, with relevant work experience in project management and monitoring regional or national context.
• Familiarity with tools for data collection
• Excellent knowledge of data analysis and reporting methods in producing strategic information for decision-making.
• Proven experience in fostering partnerships with diverse stakeholders including government institutions, UN agencies, INGOs, and community organizations.
• Ability to work in a multi-cultural and international environment based on mutual respect and tolerance. Ability to exercise good judgement, discretion and tact in handling sensitive issues.
• Excellent written and oral communication skills; fluency in English required. Other Asian languages are an advantage.
• Ability to manage multiple workflows at the same time.
• Team player, with a positive, enthusiastic and self-motivated attitude.
