About the Position

4. ROLES AND RESPONSIBILITIES OF THE POSITION

4.a. COMMUNITY LEADERSHIP, RIGHTS AND SUSTAINABILITY OFFICER

Working closely with APCOM Programmes and Advocacy Unit, the Community Leadership, Rights and Sustainability Officer upholds APCOM’s values of diversity and inclusion and carries out organisational strategy to establish stronger community networks in Asia-Pacific by promoting community leadership in the HIV response.

The Officer represents APCOM’s technical expertise on community-led initiatives and frameworks in improving the quality of HIV services and in addressing legal and human rights barriers. Through Sustainability of HIV Services for Key Populations in South-East Asia (SKPA-2) program, the Officer strengthens community leadership through community-led monitoring and human rights and gender programs.

4.b. PROJECT/PROGRAMME ROLES AND RESPONSIBILITIES

Project Team

• Working closely with the Knowledge Management and Innovations Officer, the main duties and responsibilities for this post include supporting the project management, activity implementation, tracking project expenses the project titled Sustainability of HIV Services for Key Populations in South-East Asia (SKPA-2) program.

● Under the SKPA-2 program, the Officer is tasked with providing technical guidance and support to the four SKPA-2 countries using the SKPA-2 Sustainable Community-led Monitoring of HIV Services toolkit to enable them to implement their community-led monitoring activities.

● Working closely with the Knowledge Management and Innovations Officer, the Officer will collect feedback on the testing and use of the Sustainable Community-led Monitoring of HIV Services toolkit, and provide feedback to Health Equity Matters (HEM) when potential improvements are identified.

● The officer is tasked to support SKPA-2 sub-recipients at the country level to introduce and rollout the regional program's Sustainable Community-led Monitoring of HIV Services toolkit. The technical support to the country partners includes but not limited to the following specific tasks:  

o Support country partners to set up a robust and sustainable CLM mechanisms at the country level.

o Support to integrate CLM data into the national CMIS system.

o Support stakeholders within the SKPA-2 countries to analyze and use CLM-generated data to drive advocacy, programming and service delivery (links to the human rights and gender activities below).

● While doing so, the officer is also tasked to promote the Sustainable Community-led Monitoring of HIV Services toolkit using APCOM’s social media platforms, website and webinars, and during interactions with UNAIDS and Global Fund.

● In addition to the CLM, the officer will also provide technical guidance and support to the four SKPA-2 countries to remove human rights and gender-related barriers that are limiting and/or preventing countries to achieve financial sustainability of services for key populations.

● In performing this responsibility, the officer will collaborate with the Health Equity Matters (HEM) SKPA team to conduct a human rights and gender baseline assessment in each of the four SKPA countries and to assist in the development of four country specific and one regional workplan to address human rights and gender barriers to financial sustainability of services to key populations.

● Informed by the above baseline assessment, the officer will support advocacy (including campaigns and materials) to assist the SKPA-2 countries to remove human rights and genderrelated bottleneck to financial sustainability of services for key populations.

● In relation to the work on human rights and gender, the officer will also collaborate closely with ICWAP to ensure harmonization of approaches designed to facilitate gender transformative programming under SKPA-2.

● Prepare briefing papers to inform policy and advocacy dialogue among SKPA-2 partners.

● Travel to the SKPA-2 countries, as needed.

● Develop, strengthen, utilize and/or promote APCOM’s community toolkits and frameworks including the Community Guidance on Community-Led Monitoring

● Working closely with Programmes and Advocacy Unit Head and Knowledge Management and Learning Officer, facilitate consolidation of useful data or information derived or acquired from project implementation

● Undertake other-related tasks as requested by the supervisor.

 

Organizational Roles

● Represent APCOM on various platforms/ public venues if required.

● Review APCOM’s strategic framework, organizational work plan, knowledge management products, and funding to better understand APCOM needs and assist position the organization for resource mobilization.

● Explore, identify or map funding opportunities, potential donors, and lead or contribute into the writing and submission of funding requests to support APCOM’s strategy beyond 2021 and/or the continuation of its projects;

● Recommend strategies to develop and maintain strategic partnerships and engagement with key stakeholders in the HIV response including USAID, PEPFAR, The Global Fund to Fight AIDS, Tuberculosis and Malaria, UNAIDS and other UN Agencies, World Health Organization

● With guidance from Executive Director, build and maintain strong client relationships with APCOM’s wide range of stakeholders including Ministries of Health, technical agencies, academe,

● Suggest ideas/ strategies to continue gaining trust from existing donors or funders of several project of APCOM's 2023 -Terms of Reference – Community Leadership & HRG Officer

 

5.KNOWLEDGE AND SKILL REQUIREMENTS

Education:

● Bachelor Degree or equivalent in social sciences, human rights, gender studies, international development, public health or a related field is required.

● A Post graduate degree is not required but will be considered an asset.

● 5-7 years of work experience in the areas of HIV programming and advocacy.
 

Experience, skills and knowledge required:

● Proven organisational and project management skills, with appropriate attention to detail and ability to prioritise work among multiple competing demands, and under tight deadlines.

● Ability to work in a multi-cultural and international environment based on mutual respect and tolerance.    Ability to exercise good judgement, discretion and tact in handling sensitive issues.   

● Demonstrated work and professional experience in leading or co-leading projects

● Professional experience in implementing, monitoring, and reporting on projects which are supported by the Global Fund

● Possessing professional experience in providing technical assistance to community-led organisations at the country level on different areas of HIV programming

● Professional experience in building partnerships, programme design and development, and mobilising resources.

● Excellent written and oral communication skills; fluency in English required. Other Asian languages are an advantage.

● Ability to manage multiple workflows at the same time.

● Team player, with a positive, enthusiastic and self-motivated attitude.
