ORGANISATIONAL BACKGROUND
1- Baan Dek Foundation (BDF) is a non-profit, non-political and non-religious organisation based in Bangkok and Chiang Mai. BDF's core mission is to provide access to education, health, and social services to the most vulnerable children living in urban slums and construction site camps in Thailand.
Over the last 10 years of grassroots work originating in Chiang Mai, Baan Dek Foundation established key partnerships with construction companies and real estate developers to build sustainable impact in construction site camps and improve the lives and access to basic services including health, of construction workers and their children (https://www.buildingsocialimpact.org/)
2- CONSULTANCY BACKGROUND AND OBJECTIVE
Under the Health Literacy Empowerment Project, Baan Dek aims to create a model for enhancing health literacy and access to healthcare for migrant workers and their children living in construction camps. This model will rely on health focal points. Three training modules with associated training material will be produced to empower the Health Focal Point operating in construction camps and help them to improve health literacy in their community and better connect the construction camp to public health service providers. The 3 training modules will focus on :
1) access to health services;
2) mother & child health;
3) Seasonal/communicable diseases & first aid.
The Baan Dek Foundation team will develop the modules in a participative manner with workers residing in construction camps. These modules, along with their training materials, will be crafted in a language comprehensible to migrant workers in the construction sector, primarily Thai Yai and Burmese, and will be culturally contextualised. To ensure, the consultant will conduct a technical review of these three modules.
To ensure possibility of scalability of the health focal point model in the construction sector at national level, it is key to guarantee that all training contents and training material are aligned with the Ministry of Health's guidelines and practices. To that end, Baan Dek seeks the support of a consultant to conduct a technical review of these three modules and ensure this alignment and compliance.
3-SCOPE OF WORK
The consultant will be involved at the different steps of the training module and training material development. This will allow the consultant to understand BDF's participatory approach for training content development and become familiar with the targeted audience (migrant workers and their children living in construction camps). This understanding will ensure the relevance and pertinence of the consultant's recommendations and inputs.
Following this approach the work of the consultant will consist in two phases :
1) Participation to the training module development process
The consultant will attend the three participatory workshops (One-day workshop per module) organized by Baan Dek in collaboration with community representatives to develop tailored content and materials used to train and support the future health focal point. During these workshops, the consultant will gain an understanding of the target audience and provide technical inputs when needed.
2) Phase 2 - conduct a technical review of both the training modules and training materials.
The consultant will review all module content and related material and will ensure its validity and alignment with the Ministry of Health’s guidelines and practices. Practical recommendations and support will be provided for adaptation when necessary.A report will be produced by the consultant attesting the validity and alignment of the developed modules with the Ministry of Health's materials.
4- DELIVERABLES
The expected deliverables of the consultancy will include:
Deliverable 1: An inception report outlining the detailed work plan for the consultancy.
Deliverable 2: Participation to the three workshop s (one day each)
Deliverable 3: Practical and actionable recommendations for improvement and adjustments (maximum 5 pages per module).
Deliverable 4: A final report assessing the alignment of the developed material with the Ministry of Health's contents.

6-QUALIFICATION AND SELECTION
6.1-Consultancy Competencies, Experience and Skill Requirements:
Minimum university degree in Nursing Science, Public Health or other relevant field;
Extensive experience (at least 5 years) experience in peer reviews on development of training module for organizations;
Demonstrated knowledge and expertise in public health and Thai Ministry of Health policies.
Experience of working within the Ministry of Health is considered a strong asset.
Excellent interpersonal communication skills.
Experience in curriculum/module/content development in health issues, especially related to access to health services, maternal and child health, and seasonal/communicable diseases, as well as first aid, is desirable.
Proven and demonstrated broad knowledge of and ability to utilise principles, methods, and techniques of peer reviews.
Experience working with Non-Governmental Organizations will be an asset.
Nationality: Thai nationality
Language requirements: Excellent command of written and spoken English & Thai.
6.2- Evaluation and Selection Process
The prospective consultant’s proposal will be evaluated on the quality of the technical proposal, the consultant’s experience on the subject matter, as well as the cost-effectiveness of the proposal.
6.3- Budget ceiling
Please note that financial proposals shall not exceed 45,000 Thai Baht

At least two examples of similar assignments conducted by the consultant,
a technical proposal including a proposed approach and methodology
