1-ORGANIZATIONAL BACKGROUND
Baan Dek Foundation (BDF) is a non-profit, non-political and non-religious organization based in Bangkok and Chiang Mai. BDF's core mission is to provide access to education, health, and social services to the most vulnerable children living in urban slums and construction site camps in Thailand.
Over the last 10 years of grassroots work originating in Chiang Mai, Baan Dek Foundation established key partnerships with construction companies and real estate developers to build sustainable impact in construction site camps and improve the lives and access to basic services including health, of construction workers and their children (https://www.buildingsocialimpact.org/)
2-CONSULTANCY BACKGROUND AND OBJECTIVE
Baan Dek's Health Literacy Empowerment Project aims to create a model for enhancing health literacy and healthcare access for migrant workers and their children in construction camps. This model will rely on health focal points. Three training modules, along with associated materials, will be developed to empower Health Focal Points in construction camps. Health focal points will then use this knowledge and material to cascade the information in their community and contribute to change behavior and practices. They will help improve health literacy in their communities and better connect construction camps to public health service providers. The 3 training modules will focus on :
1) access to health services;
2) mother & child health;
3) Seasonal/communicable diseases & first aid.
Baan Dek Foundation wants to adopt a participatory approach to develop those modules, involving workers residing in construction camps from the design stage. By doing so, Baan Dek aims to develop training contents adapted to the targeted audience, addressing their concerns, and aligning with cultural context. To achieve this goal, Baan Dek seeks the support of a consultant to train the project team on participatory approaches and techniques to be applied to training content and IEC material co-development.
3-SCOPE OF WORK
The consultant is expected to deliver a three-day training on participatory approaches to co-developing training content and IEC materials aimed at generating behavior change.
The training will include but not limited to the following:
Theoretical phase :
General concept of participatory approach
How to structure and organize participatory workshop
Who to engage attendees in participatory approach (profile, representation… )
Do’s and don’t for engagement and active participation of attendees.
Facilitation techniques to engage attendees in the co design of training content and IEC material
Facilitation techniques to engage attendees in the visuals development
Material and logistic needed to organize participatory workshop
Practice phase:
Guide and support Baan Dek staff to develop and prepare a one-day participatory workshop on mother and child health and the use of the Pink Book for migrant workers in construction camps.
Develop detailed agenda
List material and logistic
Prepare communication to community members and prepare selection of community representatives
Develop and prepare facilitation tools and techniques.
Test and practice.
This structure of the training is indicative and the consultant can propose in her/his Expression of Interest another structure approach. Any approach should include an extensive practical training phase. At the end of the training, the attendees need to have all the capacity to organize a participatory workshop aligned with the goal of the HLEP project.
Attendees:
5 to 10 programme field staff from Baan Dek Foundation.
4- DELIVERABLES
The following will be the expected deliverables of the consultancy:
Deliverable 1 : Detailed training agenda and workplan, including pedagogic approach used;
Deliverable 2: Successful facilitation of the training/workshop, including the preparation of a 1 day participatory workshop on Co-development of Mother and child health training module.
Deliverable 3: Training tools, resources and material.
5- DURATION AND TIME FRAME
The consultancy is expected to be finalized by 30/05/2024.

6-QUALIFICATION AND SELECTION
6.1. Consultancy Competencies, Experience and Skill Requirements:
Minimum bachelor's university degree
Extensive experience (at least 5 years) in organizing trainings/workshops using a participatory approach for organizations;
Demonstrated experience in organizing participatory workshops.
Experience in curriculum and training module development.
Experience in topics related to access to health services, health literacy is considered an asset.
Experience working with migrant communities from Myanmar and Cambodia is a plus.
Demonstrated high level of professionalism and an ability to work independently and under tight deadlines.
Excellent interpersonal communication skills, including experience in facilitation.
Language requirements: Excellent command of written and spoken English & Thai. The training will be delivered in Thai, with training material in both Thai and English.
6.2. Evaluation Criteria
The prospective consultant’s proposal will be evaluated on the quality of the technical proposal, the consultant’s experience on the subject matter, designing and building service provider mapping as well as the cost-effectiveness of the proposal.
Budget ceiling
Please note that financial proposals shall not exceed 25,000 Thai Baht.

At least two examples of similar assignments conducted by the consultant, a technical proposal including a proposed approach and methodology detailed budget breakdown including VAT if applicable.
