Background

Children in Thailand, like in many countries in Southeast Asia, face significant barriers to fulfilling their rights to education and protection due to constant threats linked to natural and technological hazards, climate change, conflict and violence, abuse and neglect, public health issues or pandemic, and other everyday dangers in and around their schools and communities (e.g. road accidents, water drowning, air pollution). In 2020, the Save the Children (Thailand) Foundation initiated and made positive strides in helping the education and disaster management authorities in the country to address these concerns through the implementation of the ECHO-funded project “Integrating Emergency Preparedness and Child Protection Framework for Children during Emergencies.” This project seeks to increase national, provincial and local capacities to embed Child Protection in Disaster Risk Reduction and Emergency Preparedness Plans (EPPs) and implement comprehensive school safety in general, with a focus on prevention and response strategies and approaches based on a thorough analysis of the key drivers of child protection risks and vulnerabilities.

In the current implementation, the project aims to update the existing Comprehensive Safe School Framework Training of Trainer Module to align with the updated version of the Comprehensive Safe School Framework 2022-2030, which integrates a child protection lens into each component. The Training of Trainers module is designed to train teachers to ensure the implementation of the Comprehensive Safe School Framework across Thailand.

Scope of Work

Deliverable

A Comprehensive Safe School Framework Training of Trainer module for Teacher and Education personal.

Tasks and Responsibilities:

1. Review and Analysis:

• Review the existing Comprehensive Safe School Framework training module (orange book)
• Conduct consultations with stakeholders to identify areas for improvement based on users' perspectives.
• Review existing EPP/CPiE tools and training materials developed in project phase one and two.

2. Develop CSSF ToT training module for Teacher and Education personal.

• Develop a CSSF ToT training module for teachers and educational personnel that integrates a child protection lens into disaster risk reduction and emergency preparedness planning.
• Collaborate with DRR and CP stakeholders to develop training materials aligned with existing CSSF training manual.

3. Annex:

• Refine EPP/CPiE tools including Risk and Hazard Mapping, School Safety Matrix and Mitigation Plan, Child Protection Mapping, SGBV Barrier Reviews, Community and School Referral System, and Basic Child-Friendly EPPs.
• Ensure that tools are designed to be simple, friendly, and accessible.

4)Consultation and Validation:

• Collect feedback and revise materials accordingly to ensure alignment with stakeholders' needs and perspectives.

To support the consultancy assignment, Save the Children will ensure to lead in:

1. Introducing and linking the consultant to relevant focal points in the Thailand School Safety Network and other key partners for data collection and necessary coordination for the workshop.
2. Providing the current EPPs, training manual, updated comprehensive safe school framework 2022-2030, and other relevant resources/medias being used and developed under the project.

Qualifications:

1. Demonstrated understanding of the principles and practices of safe school frameworks, particularly in the context of integrating a child protection approach.
2. Familiarity with the latest Comprehensive Safe School Framework, and developments in education safety, disaster risk management, and child protection.
3. Experience working with teachers, school administrators, and educational personnel on capacity building and professional development initiatives.
4. Hands-on experience in developing training modules.
