Title: Consultant - Border Health Worker

Country Program: Health Program, Thailand

Report to: Health Program Assistant

Location: Mae Hong Son, Thailand

Background/IRC Summary:  

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary:  
This position is required to coordinate and communicate with Thai Hospitals, the camp based assistants and the program staff for the referral patients and care takers at the hospitals and patients’ Houses at the designated time.

 

Scope of work:

  1. To contact to Thai Hospitals and do translation for the patients referred from the camp clinics
  2. The assigned staff needs to arrange the referral forms sent from the camp clinics timely
  3. To bring the lunch boxes from the patients’ houses and to assist buying the necessary items for the inpatients
  4. To arrange the transportation for the referred patients between camps/patient houses and hospitals
  5. To arrange the accommodation and foods for the OPD and follow up patients (Mae Hong Son and Chiangmai)
  6. To calculate and request TBC for the food for the patients and care takers from the patient houses
  7. To record the patients’ information systematically (registration book) and follow up appointments.
  8. To communicate with Thai Hospitals and Thai authority to get the birth certificates, death certificates and other patients’ documents.
  9. To request advanced money to IRC for the emergency and referred cases who are required to pay in advance at hospitals.
  10. To translate in the meeting between the Thai Hospitals and IRC staff
  11. To coordinate and assist the program staff
  12. To request the necessary items for the EMR houses (Mae Hong Son and Chaing Mai)
  13. To assist the cook at EMR houses when necessary

 

Deliverable:

  1. The contractor facilitates the provision of referral forms and transportation for patients traveling between Mae Hong Son refugee camps, the EMR house, and hospitals in Mae Hong Son and Chiang Mai. He/she organizes and coordinates accommodation and meals, as well as manages the distribution of food and essential items for patients and handling advance requests for emergency cases.
  2. The contractor accompanies patients to Thai hospitals in Mae Hong Son or Chiang Mai, acting as a liaison with the hospitals to ensure necessary documentation is obtained. He/she needs to provide translation assistance between the patients and the hospital staff as and when necessary.

 

Duration of Work: 

 3 months

 

Term of payment:    

It shall be paid by bank transfer by IRC each month upon IRC’s receipt and acceptance of the contractor’s Timesheet. IRC shall deduct withholding tax 3% of the contractor’s fee.

 

JOB REQUIREMENTS:

 

Education:    

Post-ten standard/High School.

 

Work Experience:                               

Experience working with refugees.

 

Demonstrated Skills:

  1. Able to travel to Chiang Mai frequently.
  2. Relevant work experience in the similar position
  3. Experience in NGO work is an advantage.
  4. Strong communication and coordination skills
  5. Flexible and team player

 

Language Skills:  Knowledge of written and spoken Thai, and Karenni/Karen used in the Karenni/Karen camps preferred. Knowing spoken Burmese is advantageous.

Computer skills: None
