Role Overview
The Program Officer Stigma, Discrimination, and Rights Services will use elements of human rights research, implementation research, qualitative research and other traditional and experimental research methods to develop interventions to advance human rights and address stigma and discrimination, and advocate for and promote a human rights-based approach to health and health services. The Program Officer will use evidence-based findings to design and implement cross-cutting interventions in enabling environments to advance human rights and address stigma and discrimination. The Program Officer will also assess the impact of implementation of these interventions on health and other relevant outcomes, and evaluate and adapt interventions as needed.
Core Accountability & Responsibility
1. Effective and timely design of community-led human rights services based on contextual factors and needs of specific implementers
2. Serve as a focal point for the implementation of the services
3. Coordinate relevant training activities and other strategies to ensure successful implementation
4. All systems and documents related to the collection of data are developed and in place
5. Adapt and improve human rights, stigma and discrimination services
6. Supervise, manage, mentor and coach the program assistant to achieve the performance expectations/standards.
7. Provide technical support to the program assistant
8. Support the development and tracking of program related budget
9. Participate in documentation, dissemination of evidence and experience in implementing studies, best practices and lesson learned
10. Perform other tasks as assigned.
Qualifications and Experience
1. Master’s degree in Political Science, Law, Criminal Justice, Psychology, Social Sciences, or Human Rights
2. Minimum of three years of experience in working in human rights services,
3. Experience with HIV-related human rights services is preferred
4. Familiarity with implementation science, or willingness to familiarize oneself with implementation science principles in a short period of time.
5. Knowledge of HIV and related health issues in relation to key populations and human rights
6. Fluent in Thai and English, with demonstrated excellent written and spoken language skills for both
7. Ability to produce clear, persuasive and concise research documents and reports
8. Supervisory Skills (Job Delegation, follow up, giving feedback)
