BACKGROUND

Thailand, the Department of Medical Sciences (DMSc), Ministry of Public Health Thailand takes lead to establish a public laboratory network named the ‘Regional Public Health Laboratory (RPHL) network’ in 2019 under the Global Health Security Agenda [GHSA]. The network was successfully formed and has functioned well since inception (2019) with Secretariat Office housed at the Department of Medical Sciences, Ministry of Public Health, Thailand.  It covers 14 members in ASIA PACIFIC includes 10 ASEAN Member States, Nepal, Timor – Leste, Papua New Guinea and Pakistan.

Moving towards its 2^nd phase [2023-2027], in collaboration with the Southeast Asia One Health University Network [SEAOHUN], the RPHL Network Secretariat is seeking for a dedicated team member to support the network and partners in implementation of key activities identified below.

JOB DISCRIPTION

Under supervision of Regional Program Manager and Director of International Cooperation, Department of Medical Sciences, the Project Officer will work closely with RPHL Network team to oversee/facilitate an implementation of joint collaborative activities between SEAOHUN and RPHL Network. Successful candidate will be seconded at the Department of Medical Sciences, Ministry of Public Health, Nonthaburi, Thailand.

The prospective staff will perform the following tasks.

• Maintain day-to-day communication and coordination with RPHL Network members and key partners;
• Provide administrative support for interactive chat box;
• Organize video conferences of RPHL Network;
• Organize a webinar series of RPHL Network [Online Market Place];
• Support Thailand and Malaysia to conduct their national workshops for development of their National Laboratory Strategic Plan [NLSP]
• Support the recruitment/expansion of lab experts to be successfully uploaded in the RPHL Network website;
• Review expense reports, grant reports, and other financial documentation to be submitted on time;
• Draft content/prepare materials to be uploaded in the RPHL Network website on timely basis;
• Initiate communication materials for the network;
• Draft project report, financial report as well as manage project documentation, including contracts, reports, presentations, and others.
• Act as a liaison between partners, ensuring effective communication throughout the project lifecycle;
• Any other as assigned by supervisors

QUALIFICATIONS AND REQUIREMENTS

• Thai Nationality Only with proven effective communication skills in English, both written
  and oral.
• Obtained Master degree in any of development fields such as health related, communication, sociology, sciences, food sciences, etc. with at least 5 years of working experiences OR bachelor degree in related fields with at least 7-10 years of working experiences.
• Required working experience on project/program management, providing support to government agencies, intergovernmental agencies, academic universities, or NGOs. Working experience at an international organization or managing intergovernmental fund is preferred.
• Skills in Microsoft Office/Google, email, and Internet navigation are required.
• Ability to maintain good working environment and relationship, demonstrating interpersonal, and teamwork skills, cultural sensitivity with proven ability to liaise, communicate & consult with multi-disciplinary stakeholders/partners;
• Experience in public relations or stakeholder engagement is highly desirable.
• Strong analytical and problem-solving skills.
• Willingness to undertake domestic and regional travels.
• Available to start working immediately upon notification.
• English fluency in oral and written communications is required. Knowledge of Thai and other regional languages is an asset.
• Expected salary 40 - 45k inclusive, starting date June 2024.
