Program Overview 

The Mekong-Australia Partnership on Transnational Crime (MAP-TNC) seeks ‘to build deeper and stronger cooperation between Australia and Mekong countries to address transnational crime and aligns with the strategic priorities set out in Partnerships for Recovery: Australia’s COVID-19 Development Response (May 2020). The sub-regional program will address operational and strategic TNC challenges in five Southeast Asian Countries - Cambodia, Laos, Thailand and Vietnam (the ‘Mekong countries’). MAP-TNC focuses on addressing operational and strategic transnational crime threats identified by Mekong countries, such as drug trafficking, child exploitation and financial crimes. The Partnership is led by DFAT and implemented by Australian Public Services Agencies (AGAs) working on TNC.

Palladium manages the Partnership Support Unit (PSU) to MAP-TNC. The PSU will provide logistical and development support by responding to specific APS agency and MAP-TNC partner requests during the implementation of activities in Mekong countries where needed. 

 

About the Role

The Program Officer will provide administrative support across the program’s operations and program performance, with a special focus on arranging logistics to support MAP-TNC PSU implementation in accordance with Program policies and procedures. The role will also provide more general operations support where needed, including finance and project administration

 

Key responsibilities

  • Supporting the Deputy Director with program operations, including across finance, procurement, HR, logistics, and stakeholder engagement.
  • Support the Program Director to take minutes of key meetings with Australian Government Agencies and DFAT.
  • Support the Program Director to update the Program Activity Master spreadsheetSupport the Program Director to manage the ongoing assessment of and response to Program risk including Risk Management Strategy Update; fraud control and safeguarding for the program, ensuring compliance in all program operations and relevant reporting requirements are met. 
  • Manage and maintain the Activity Schedule Tracker, paying close attention to budget allocations and establishing a system of regular updates with DFAT to ensure alignment with AidWorks.
  • Liaise closely with the MERL lead to ensure alignment of the Activity Schedule Tracker and MERL tracker.
  • Work closely with the short-term advisers, Program and Deputy Director, and DFAT to provide necessary support and coordination in preparing and signing of the Activity Schedules as required.
  • Lead and provide the AGA Partner’s activity planning support to ensure timely delivery and that PSU provides support tailored to each Partner’s request.
  • Manage MAP-TNC approved travel, accommodation bookings, transport and catering.
  • Provide logistics and operational support to Country Coordinators located in Cambodia, Laos and Vietnam.
  • Support the regional team in the development of program documents, including reports and communications materials, with accurate data and information in collaboration with M&E leads.
  • Oversee the Project SharePoint site ensuring program documents are stored in accordance with record management and security protocols outlined in the Program Management Manual, with an emphasis on ensuring knowledge management and appropriate documentation of all activities to date.

 

Skills, experience and qualifications

  • Experience in administration and logistics, preferably across multiple countries.
  • Strong written and verbal English skills.
  • Proven data analysis experience will be an advantage.
  • Proven track record in office management systems and procedures.  
  • Knowledge of Microsoft SharePoint will be an advantage.
  • Able to use technology effectively to support the operations of a large program or organisation.  
  • High level proficiency in Word, Excel, PowerPoint and web browsers.
  • Good interpersonal skills, including in a cross-cultural context.  
  • Ability to work to deadlines, and to balance competing priorities.  
  • Prior knowledge of transnational crime, monitoring and evaluation, and/or GEDSI will be considered an advantage.
