Young Health Programme

Social Media Public Relations Consultant

 

I. Introduction

The Young Health Programme (YHP) is a global initiative that supports and promotes the health and well-being of young people (aged 10 – 24) in marginalize communities worldwide through research, advocacy and on-the-ground programmes focused on the intervention of non-communicable diseases (NCDs). Since 2010, Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam, and Myanmar. 

The Young Health Programme (YHP) focuses on the five main risk factors leading to NCDs as identified by the World Health Organization (WHO); tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity, and air pollution. In addressing the health needs of young people, the YHP takes a holistic approach integrating gender equality, sexual and reproductive health and rights (SRHR) and mental health. The programme will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.

Plan International has expanded this programme into the city of Bangkok and Samut Prakan, Thailand, where NCDs pose a significant health threat. The programme aims to prevent and reduce the risk factors which can lead to NCDs, as well as supporting the broader health and rights of the young people. The proposed programme will learn from and build on Plan International’s experience of implementing the YHP for the past ten years, as well as experience implementing a broad range of global health programme.

 

II. Objective of the TOR

The YHP Thailand is looking for a professional public relations agency (s) to support the YHP team in designing youth-friendly communication content, online/on-site events, and provide media outreach services to ensure impactful media coverage. The agency will design a youth-friendly engaging communication (e.g., reel, banner, photo, infographic, and/or physical materials) and media relations, and implement social engagement activities from July 2024 – June 2025. This effort will support the overall goal of the Young Health Programme in Thailand, providing support for the media outreach efforts and that are led by the YHP Thailand Team.

 

III. Tasks

The consultant will be contracted to support the YHP team in developing a social engagement strategy to reach 1,000,000 indirect beneficiaries (audience reached by young people 13-24 years and adult, which will be disaggregated by male, female, and other) which include:

  1. Drive a youth-friendly communication (e.g., reel, banner, photo, infographic) and social media outreach activities that will:
    1. Highlight NCD risk factors and prevention as well as the link between five main risk factors (tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity, and air pollution) and five main NCDs (cardiovascular disease, diabetes, cancer, chronic respiratory diseases, and mental health) integrated with Sexual and Reproductive Health and Rights (SRHR), gender equality, and emotional well-being
    2. Leverage and promote YHP peer educator (PE) and youth ambassador (YA) initiatives
    3. Spur the various audiences into supporting the prevention and reduction of NCD risk factors among young people
  2. Collaborate with PEs and YAs to co-create engaging online/on-site activity to increase awareness of Non-Communicable Diseases (NCDs) risk factors prevention among young people
  3. Promote the following communication campaigns and events linked to awareness days that will also be promoted and achieved through the YHP social media channels for health awareness day such as follows:
  1. International Women’s Day (8 March)
  2. World Health Day (7 April)
  3. World No Tobacco Day (31 May)
  4. Pride Month (June)
  5. International Day of the Girls (11 October)
  6. World Diabetes Day (14 November)
  7. International Day of Disabled Persons (3 December)

In which the consultant should be a social media administration for creating, managing, and optimizing YHP social media content and campaigns in the following channels:

  1. Upon request by YHP Thailand, the Consultant will post/repost/boost up the content and/or message developed by YHP Thailand to reach the wider audience in the young people’s health-related networks/platform or social media channels and report the results within 15 days and 30 days after action.

The consultant will submit the following as outputs

  1. A comprehensive social engagement strategy and social media outreach strategy and implementation plan

The requirements of the document:

  • Incorporate the current goals and communication campaign and event linked to the awareness day of the YHP Thailand
  • Provide an audit of the communication work carried out by YHP Thailand
  • Include publish plan for when and where to pitch and place releases and opinion pieces, manage media requests, etc.

1 weeks after signing of the contract

  1. Social engagement on-line/on-site events
  • Create content, e.g., reel, banner, photo, and/or infographic to promote the NCD prevention campaign through the three YHP social media channels for health awareness day
  • Design and organize on-site event(s) with YHP PEs and YAs to promote their initiatives

Every health awareness day as mentioned in the ToR and special event as planned

  1. Social engagement report and analysis

A summary report should include the following:

  • The number of views (reach)/and engagement, e.g. re-repost of each article/campaign/message and a summary of the results

(In case the number of view/re-posts is lower than the target, the consultant will boost up the content to reach the wider audience in the recommended young people’s health-related networks/platform or social media channels and report the results within 15 days after the activity or campaign is completed)

  • Executive summary
  • Findings and conclusions – no. of beneficiaries (reach and engagement) – beneficiary table & beneficiary target vs actual reach, gender, education, age, feedback, etc.
  • Lessons learned and recommendations
  • Photos and testimonials

2 weeks after each campaign finished

  1. Mid-term report

 

A mid-term report should include all components in deliverable no.3 and s series of quantifiers shall be tracked and reported on a monthly basis to better measure the progress and impact of the consultant’s work as follows:

Social Media

  • The total number of social media posts
  • The growth in followers and likes, mentions and people reached
  • The number of click-throughs, meaning how many visitors follow a call to action (CTA)
  • The number of people that follow to the YHP Facebook, Twitter, Instagram
  • Content will be shared by Young and/or Media Influencers/High traffic page

6 Months after signing the contract

  1. Final Report on Consultancy

This should show the activities undertaken, successes, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons.

To complete the outputs mentioned above, the consultant will be required to meet with the YHP Thailand Team (virtually or in person) and close collaborators (internal/external) to collect additional information to develop the comprehensive strategy and communications materials.

15 days after the end of the contract

 

V. Supervision and Support

The consultant will report to the YHP Programme Manager, the YHP Programme Officer and will work in collaboration with the YHP team.

VI. Qualifications

The applicant should have the following qualifications:

  • Understand the needs and communication styles of young people
  • Direct experience with non-communicable diseases or health promotion issues is preferred
  • Experience in communications on development and knowledge of non-communicable diseases preferred.
  • Capability and proven experience in developing and executing media relations and social media outreach strategies
  • Capability and proven experience crafting messages in various formats (press releases, success stories, blog entries, tweets, etc.) targeting a variety of audiences
  • Capability and proven experience in developing and organizing youth-friendly events
  • Excellent knowledge of social engagement
  • Open-minded, innovative, and detail-oriented

  • The technical proposal describes the expression of interest outlining how the consultant meets the selection criteria and their understanding of the TOR and framework.   The conceptual framework planned for undertaking this assignment. It must contain an implementation and operational work plan to reach the indirect beneficiaries of 1,000,000 people with timelines
  • A financial proposal detailing itemized fees, data collection methods, and administrative costs 
  • Portfolio with examples of the Consultant’s work
  • Examples of social posts, and stories that have been recently developed for different social media
