Job Title :     Finance Assistant 

Reports to :  Finance Manager

Location :     Bangkok, Thailand

 

The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people.  The organisation was founded in November 1980 and is present in over 50 countries. JRS undertakes services at national and regional levels with the support of an international office in Rome. The style of JRS service is direct and personal, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate and urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc. 

In Thailand, JRS manages four programmes spread throughout urban and rural areas serving refugees and asylum seekers. JRS Thailand country office is in Bangkok, with Project offices in Mae Hong Son, Mae Sot, and Bangkok. PURPOSE: 

The Finance Assistant will assist the Finance Manager, JRS Thailand, for the day to day financial and accounting operations of the Country Office.  

 

RELATIONS:

The Finance Assistant directly reports to the Finance Manager and works closely with the Country Office Team and Project Finance Officers.

 

KEY RESPONSIBILITIES:

Administration

• Assist to maintain and register all assets in accordance with JRS policies.

• Assist Finance Manager with budget proposal and reports.

• Assist in the preparation of monthly payroll, insurance payments, and tax payments.

• Handle and process petty cash for the Country Office forecasts.

 

Finance

• Process and make payments as provided in the approved budget after ensuring that proper authorization is obtained for all disbursements.

• Record all accounting transactions including codes of payment vouchers before disbursement and ensure proper filing system with supporting documentation for all transactions.

• Review and reconcile monthly bank statements with office records and advise the Finance Officer of any irregularities.

• Ensure that all cash books are weekly reconciled to the actual cash count.

• Review monthly cash forecast for the Projects’ succeeding month and ensure Country Director approval for bank transfer.

• Request Country Director approval for transferring funds to the Project from the Bank.

• Record and review staff advances, benefits, etc., and consult the Finance Officer on policies and procedures.

• Liaise with the bank regularly and when necessary.

• Assist in the preparation of monthly financial report (e.g. income vs expenditure) for Project Directors and Country Director, six months and annual financial report as required by JRS Reporting guidelines.

• Assist in monitoring/review of Projects’ expenditure and financial control (cash flow, bank and cash reconciliations, documentation, and data integrity) in compliance with JRS policies and procedures.

 

Qualifications and Experience

• A Bachelor’s degree or international equivalent in accounting, business administration, finance or related field.

• At least one year of relevant experience in financial management, accounting, or budget management with an NGO or INGO.

• Familiar with MS Office and OneDrive.

• Knowledge and experience of accounting systems: AccPac, Quickbooks, or Navision.

• Must be a Thai national.

• Good command of English and Thai Languages both writing and speaking.
