Background
Thailand is a source and transit country for criminal syndicates operating cyber scams in Cambodia, Laos, Burma, and the Philippines, often in Special Economic Zones. These syndicates exploit victims in forced labor, forced criminality, and sex trafficking. They recruit Thai people and use Thailand as a transit country by advertising fake job opportunities. Recruited workers from various countries are then transported to neighboring countries, where they are forced to conduct illicit online scams, often through physical violence.
Trafficking for forced criminality is a grave violation of human rights. Survivors of this form of trafficking face unique challenges in their recovery and reintegration process, including stigmatization, trauma, and lack of access to support services.
Objectives
The USAID Thailand CTIP project (Thailand CTIP) is seeking a survivor-supported NGO to advocate for Thai survivors of trafficking for forced criminality. The consultant will engage the survivors and empower them to share their experiences safely and effectively. These stories will be used as evidence to advocate for the recognition and application of the non-punishment principle for survivors, to develop and implement strategies to prevent the stigmatization of survivors, and to increase public awareness and change attitudes towards survivors of trafficking for forced criminality.

Payment and Payment Schedule
Payment will be made upon timely submission of satisfactory deliverables as agreed and approved by Winrock. The payment schedule is subject to negotiation between Winrock and the selected consultant.

The consultant should meet the following minimum requirements:
Proposal Submission
Interested NGOs should submit a proposal demonstrating their ability to perform the tasks and information on past projects and experience in advocacy, legal support, and working with trafficking survivors. The proposal must be in PDF format and submitted electronically, with all components labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (excluding annexes), single-spaced, Times New Roman Font 11.
