Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to migrant workers and vulnerable migrants in a whole-of-society approach.

Under IOM’s ‘Asia Regional Migration Program’, IOM aims to strengthen governments’ and key national stakeholders’ ability to manage migration in a safe, sustainable, and humane manner, in line with IOM’s Strategic Vision as well as the Global Compact for Safe, Orderly and Regular Migration (GCM). The program is funded by the U.S. Department of State Bureau of Population, Refugees, and Migration.

IOM recognizes the important role of civil society organizations in ASEAN member states, both in countries of origin and destination of migrant workers, in upholding the human and labour rights of migrant workers, both at the national and regional levels. Civil society organizations support migrant workers greatly, such as by (1) providing direct assistance to migrant workers, such as in cases of emergency; (2) providing legal assistance; (3) providing inputs to policy development aiming to achieve policies protecting migrant workers, (4) conduct awareness raising campaigns among and in benefit of migrant workers, raising awareness of their rights; (5) making migrant workers’ their voices heard through advocacy; (6) monitoring human rights impacts, and (7) provide trainings to migrant workers. Under the ‘Asia Regional Migration Program’ IOM aims to strengthen and promote inclusive civil society networks supporting migrant workers, particularly at the regional level. To do so, IOM, in

collaboration with UN Women and ILO, will carry out a mapping of civil society organizations working on topics related to migration, and available advocacy mechanisms or strategies used by CSOs in ASEAN member states, both at national and regional levels.

Against this, IOM is seeking a consultant to carry out a mapping of (1) CSOs working on migration in ASEAN member states, and (2) advocacy strategies or mechanisms used by these CSOs. Results of the mapping will provide IOM, UN Women and ILO with an overview of CSOs in the region working on migration and will serve as a basis for possibilities of future collaborations among CSOs. The successful candidate will carry out the mapping exercise under the overall supervision of IOM’s Head of Labour Mobility and the direct supervision of the Programme Officer in Bangkok.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Consultant will be responsible for carrying out the following tasks:

The mapping will collect information on CSOs in all ASEAN member states working on migration, including intersectionality (such as gender and migration, climate change and migration, etc). The mapping will include both national and regional organizations, networks and groups. The mapping will also provide for each CSO information such as:

  • Type of CSO (local, regional, international, NGO, GONGO)
  • Size of CSO (nr of staff members)
  • Mission and vision
  • Year of establishment
  • Main Thematic area (trafficking, labour migration, environment, border management, etc)
  • Type of work (research campaigning, service provision, advocacy etc.)
  • List of relevant outputs
  • Populations of concern
  • Source of funding (national, foreign)
  • Geographical scope
  • Language capacity
  • Participation in CSO networks (local, regional, international)
  • Engagement with intergovernmental or regional mechanisms (ASEAN, AFML, Bali Process, Colombo Process, etc)
  • Registration status
  • Key focal point or contact

 

In addition, the mapping will also provide information on advocacy strategies or collaborative mechanisms used by identified CSOs, and how these mechanisms or strategies are linked to advocacy at the national and regional level (ASEAN).

 

Methodology

The mapping is expected to be carried out through desk review on CSOs in ASEAN member states working on migration, as well as on advocacy strategies and mechanisms, as well as through a quantitative and qualitative research methodology. CSOs in ASEAN member states can be identified through desk review and through snowball effect, where CSOs may refer others.

The consultant will use a survey questionnaire (developed and translated by IOM) to share with CSOs, in order to capture information laid out above. The questionnaire shall be shared with CSOs in a language they understand. Survey questionnaires will be shared with CSOs online, or through an enumerator (online or telephone).

Following the survey, the consultant will conduct in-depth interviews (online or telephone) with relevant organizations to understand the dynamics, engagement strategies, etc. of CSOs in ASEAN member states.

    • Desk review
    • Methodology
    • Interview questionnaire (in-depth interviews)
    • Initial list of CSOs in ASEAN member states
    • Format and outline of the final report (not exceeding 30 pages)
      • National level
      • Regional level
  • Draft report (not exceeding 30 pages)
  • Presentation of findings
  • Final report (not exceeding 30 pages)

 

2. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • Bachelor’s degree or higher in Social Science, Political Science, International Relations, Journalism, Communication or other relevant fields from an accredited institution.

 

Experience:

  • Minimum 5 years of relevant experience related to migration in ASEAN, particularly with civil society organizations in the region.
  • Experience and familiarity with civil society organizations and local contexts in ASEAN is required.
  • Previous experience of working with UN is an asset.

 

Skills:

  • Knowledge on labour migration context in Asia and the Pacific is desired.
  • Strong editing and proofreading skills with a keen eye for detail.
  • Excellent grasp of language with special attention to spelling, syntax, grammar, and punctuation.
  • Strong time management skills. 
  • Expertise in word processing software.
  • Ability to work in a multi‐cultural environment and respect diversity. 
  • Team work oriented but with a capacity to work independently. 

 

Languages:

  • Fluency in English (oral and written) is required.
  • Fluency in local languages of ASEAN member states is an advantage.
