Position Overview:

The Senior Grants and Compliance Manager will lead the grants team and be responsible for overseeing all aspects of grant management and compliance within the organization. This role requires strategic thinking, meticulous attention to detail, and strong leadership skills. The Senior Grants and Compliance Manager will work closely with finance, program staff, and partners to ensure the effective and compliant operation of grant-related activities from proposal development to project closure.

 

Primary Responsibilities:

  • Grants Management:
    • Ensure an accurate, timely, efficient, and transparent process for the entire grant life cycle, from proposal to project closure.
    • Lead grants management efforts including pre-award assessment, risk assessment, updating and analyzing grants matrix, producing relevant reports, monitoring awards, and managing post-award closure.
    • Review grant award packages prior to notification of the award.
    • Monitor and evaluate the consistent usage of grants management procedures for the Thailand Country Office.
    • Reinforce and build internal capacity for the consistent usage of grants management tools.
    • Ensure grants are implemented in accordance with agreements and approved budgets, with proper internal control systems in place.
    • Prepare and submit grant reports to the Deputy Finance Director and Senior Management Team.
    • Work with finance and program staff to develop requests for proposals, support grant recipients with project descriptions, action plans, and budgets before signing Letters of Agreement (LoA), Letters of Contribution (LoC) and Fixed Amount Award (FAA).
  • Compliance:
    • Ensure that grants or contracts as well administered, and program, finance, and operations teams are fully informed of relevant donor compliance regulations and REACH procedures.
    • Ensure that effective channels of internal and external communications relating to grants are established and respected.
    • Ensure the compliance at REACH as well as sub-grantee to reduce the risk of non-compliance and reputation damage, follow-up the implementation of appropriate actions to timely correct the audit findings, continuously monitor implementation rate, identify and elevate any non-compliance risks.
    • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures.
    • Proactively identify compliance risks for Thailand portfolio and advise programs, support teams and senior management on necessary actions.
  • Leadership and Team Management:
    • Lead, mentor, and manage the grants team to ensure high performance and professional development.
    • Provide guidance and support to team members in handling complex grant management issues.
    • Foster a collaborative and productive team environment.

 

Regular Responsibilities:

  • Pre-award:
    • Coordinate with relevant panel members for the preparation of calls for proposals, evaluation, and selection of proposals, and negotiation with awardees.
    • Conduct due diligence assessments of potential sub-awardees, properly recording and sharing assessment results, and planning necessary actions with program teams.
    • Develop necessary tools and conduct documented pre-award due diligence processes of current and potential partners, ensuring necessary follow-up actions.
  • Post-award:
    • Review subgrant agreement before submission to program, management and partner for signatories.
    • Ensure all annexes, special award conditions and supporting documents are included in the agreements.
    • Monitor grants implementation and build the capacity of grantees in managing grants and projects.
    • Oversee sub-grants tracking, ensuring forward planning for donor report writing and timely submission of sub-grantee reports.
    • Establish effective communication and cooperation with grant recipients on project implementation, reporting, information sharing, and work planning.
    • Track and update grants tracking sheets regularly in coordination with program and finance focal points.
    • Conduct joint team monitoring trips to partners' project areas, if possible.
    • Record grants-related documents in the organizational system and share them with relevant stakeholders.
  • Close-out:
    • Review grants closeout checklists and ensure all stakeholders provide inputs for proper grants closure.

 

Partner Support:

  • Collaboration and Capacity Building:
    • Collaborate with the organizational capacity development team to enhance the grants management capacity of partner organizations.
    • Build strong and collaborative working relationships with partners and other staff members.
    • Provide orientation to new sub-grants partners in collaboration with program and finance teams.
    • Plan and direct training for partners on procedures and grants management systems as needed.
    • Work with staff and partners to conduct systematic organizational assessments, facilitate knowledge management, and develop context-relevant organizational learning tools and methods.
    • Ensure up-to-date and accurate tracking of all sub-grants to partners.

ESSENTIAL SKILLS

  • Bachelor’s degree in finance, business administration, public administration, or a related field (Master’s degree preferred).
  • At least 7 years of experience in grants management and compliance, with a
    focus on international development or non-profit sector.
  • At least 7 years experiences on managing multimillion dollars grants from bilateral and unilateral donor agencies.
  • Proven experience in managing the full grants lifecycle, including pre-award, post-
    award, and close-out processes.
  • Strong understanding of donor regulations and compliance requirements.
  • Excellent project management, organizational, and analytical skills.
  • Strong leadership and team management skills, with the ability to mentor and
    develop team members.
  • Strong interpersonal and communication skills, with the ability to work effectively
    with diverse teams and stakeholders.
  • Proficiency in using grants management software and tools.
  • Proficiency in English language, 4 skills
  • Strong problem solving, negotiation, conflict management skills
  • Ability to travel as required.
