Terms of reference for an external evaluator/evaluation team to conduct the end- term evaluation for the We Belong # Status Project.

 

1. About the Plan Organization International

We are committed to advancing children's rights and equality. Especially for girls around the world. We support children's rights from birth until adulthood and help children prepare for and respond to crises and adversity. We drive change in practice and policy at the local, national and global level, using our access to experience and knowledge. For more than 80 years, we have built powerful partnerships for children and we are active in more than 75 countries around the world.

 

2. Basic information of the project

We Belong #Status project has been conducting intervention activities under the situation of stateless people problem in the Northern region, where many of them are located in academic institutes under Chiang Mai educational service area which has the highest number of stateless people. Particularly, G-Code students (All units) have not yet received any solutions to legal status and basic human rights problems such as not having a legal status, lack of access to education and healthcare, not having permission to travel outside their located province and not being allowed to access formal employment opportunities. These conditions make children vulnerable to exploitation in all its forms.

Being a stateless person causes several negative impacts on life’s quality for children and youth. Stateless children and youth that can’t access to educational system will lose their opportunity to develop themselves in many ways. Many of them have lost their confidence in living because they are afraid and worried about their daily life. Being unable to access basic rights and being discriminated due to statelessness has a negative result in an opportunity to enhance their quality of life. Surely, this shall affects on economics and social development of the country in the future.

In the past 10 years, both government and non-government agencies have an attempt      to solve this problem, so that children and youth can access to basic rights through G-Code registration system (Stateless person).

However, a process on identifying 13 numbers for children and youth without legal status still faces an obstacle both policy and practice. This shall cause several children and youth being unable to receive legal status or being delay at some points for both budget and resource allocation. If this issue is considered and solved, validation process on legal status of students in the academic institutions shall be faster and more efficient, including shall eliminate statelessness of students in the academic institutes, which is a fundamental for children to access other basic rights.

 

3. The purpose of the final evaluation

The purpose of the final evaluation of the We Belong #Status project sets out to assess end-line value against each specific’s indicator given in 3.1 table. The final evaluation has specific objective as below:

  1. To measure the progress of the project implementation in the target areas by providing results against the indicator framework.
  2. To evaluate how the results have been achieved over the 5 years by analyzing and reporting against the baseline and midterm evaluation results.
  3. To assess the sustainability of project results impact and approach.
  4. To provide recommendations based on the findings that can be beneficial for future project expansions and opportunities.

 

5. Methods for collecting and analyzing data

This evaluation applies mixed evaluation methods. A mixed methods approach integrates quantitative and qualitative data collection methods. In order to get comprehensive and complete information, the data collection process will be carried out by using primary and secondary data collection methods. The methods are as follows:

  • Desk review
  • Knowledge, Attitudes, and Practices (KAP)
  • Survey Focus Group Discussion (FGD)
  • Key Informant Interviews (KII)

 

5.1 Scope of work/determination of sample size

The WE BELONG # Status project supports 8 communities in 4 districts of Chiang Mai province:

  • Chiang Dao District: Mueang Na Subdistrict (Municipality) and Chiang Dao
  • Chai Prakan District: Sri Dong Yen Subdistrict
  • Fang District: Mon Pin Subdistrict, Wiang Wai, Nor Lae
  • Mae Ai District: Doi Laem, Pang Ton Due.

 

5.2 Process for selecting and obtaining sample groups

External consultants should use stratified sampling to recruit and select participants. This step should be done in close consultation with the MERL team.

 

6. What must be delivered

    • Final evaluation proposal
    • Inception report
    • Draft end-of-project evaluation report
    • Final report including executive summary
    • Multi-collaboration success story
    • Final data collection tool
    • Checked raw data
    • Completed consent form
    • Poster media for other communications and publishing

 

7. Timeframe

    • Preliminary report within 4rd week of August 2024
    • Data collection and analysis within 2nd week of September 2024
    • Submission of preliminary findings within 4th week of September 2024
    • Validation meeting on 1st week of October 2024
    • Submission of complete report by 2nd week of October 2024

 

8. How to apply

Interested applicants should provide a proposal covering the following aspects:

  • Detailed response to the TOR
  • Proposed methodology
  • Ethics and Safeguarding approaches, including any identified risks and associated mitigation strategies
  • Proposed timelines
  • CVs
  • Example of previous work
  • Detailed budget, including daily fee rates, expenses, etc.
  • Police Certificates of Good Conduct – especially where there is primary data collection
