Production of Videos Highlighting the Scope and Impact of the Project

1. Background

Save the Children (SC) has been working in Thailand for over 45 years, providing support to the most vulnerable children through programs in Education, Child Protection, Child Safety, and Health and Nutrition. Whenever a disaster strikes in Thailand, we are ready to deploy an emergency response.

Sincer 2013, SC has been the lead for the refugee education project supported by the European Union (EU) and the Department of Foreign Affairs and Trade (DFAT). This project ensures access to basic education services for school-age children residing in the 9 temporary shelters in Mae Hong Son, Tak, Kanchanaburi, and Ratchaburi provinces where over 91,000 refugees reside.

To foster a sense of transparency, accountability and engagement among beneficiaries and relevant stakeholders, and to acknowledge the contributions of the doners, the films highlighting the scope of the project, the interventions implemented, the donors involved, and the achievements attained will be produced.

Refugee Education Program

Over the past decades, more than 200,000 Myanmar nationals sought refuge in Thailand, fleeing conflict and ongoing violence in South East Myanmar. Presently, 81,241 ( 40,214 m, 41,027 f) verified Myanmar refugees reside in 9 camps alongside the Thai/Myanmar border (UNHCR, June 2024). 38.3% of them are children (15,192 g; 15,923 b). For these children, access to quality basic education and the recognition of their academic achievements is a fundamental right, an essential component of their wellbeing and development as well as a stepping stone to live a peaceful and prosperous life.

The BEST VI and Rakhine and Thai-Myanmar Multi-Year Education in Emergencies Program (EiE) projects contribute to the achievement of durable education solutions for the refugee camp population in Thailand by supporting the provision of quality basic education for students in nine refugee camps along the Thailand-Burma/Myanmar border, supporting teachers to build education capacity, and facilitating progress towards sustainable education solutions.  Specifically, BEST VI aims to achieve the following outcome and outputs: 

Specific outcome:

  1. Increased access to inclusive, gender-responsive, self-reliant basic education for child refugees in nine camps in Thailand.

Specific outputs:

  1. Ensure the availability of teachers to provide inclusive, gender-responsive, self-reliant education to boys and girls in the nine camps.
  2. Increase the availability of learning materials for students in basic education schools in camps.
  3. Improve basic physical infrastructures of schools in nine camps.
  4. Strengthen the educational and teaching capacities of teachers in the camp’s schools.
  5. Strengthen the capacities of school committees (children, parents, and community members) to ensure safety in camp schools.
  6. Strengthen the capacities of head teachers to monitor quality (safe, gender, socially inclusive and protective) learning environments.
  7. Increase awareness and opportunities for teachers and students to transition to education systems outside of the nine camps.

On the other hand, the specific objectives of EiE include:

 Access: increased, inclusive and sustained access to education for children affected by conflict

  1. Improved quality education trough continuous teacher professional development and quality learning materials
  2. Improved conflict-sensitivity and sustainability of community systems and organizations to provide safe, inclusive, quality education in emergencies

2. Scope of Videos production

The videos produced will be used to communicate the scope and impact of the projects and to acknowledge the contribution of the donors. The videos should capture day-to-day scenes within the schools and activities sites. The videos production includes the interviews with students, teacher representatives, parents, head teachers and stakeholders such as the Karen Refugee Committee Education Entity (KRCEE), the Karenni Education Department (KnED), the European Union (EU), the Australian Government’s Department of Foreign Affairs and Trade (DFAT), Department of Provincial Administration (DOPA).

3. Ethical Considerations 

It is expected that this study will be: 

  • Child participatory. Where appropriate and safe, children should be supported to participate in the evaluation process beyond simply being respondents. Opportunities for collaborative participation could include involving children in determining success criteria against which the project could be evaluated, supporting children to collect some of the data required for, the evaluation themselves, or involving children in the validation of findings. Any child participation, whether consultative, collaborative or child-led, must abide by the 9 Basic Requirements for meaningful and ethical child participation. 
  • Inclusive. Ensure that children from different genders, ethnic, social and religious backgrounds have the chance to participate, as well as children with disabilities and children who may be excluded or discriminated against in their community. 
  • Ethical: The case studies must be guided by the following ethical considerations: 
  • Safeguarding – demonstrating the highest standards of behaviour towards children and adults. 
  • Sensitive – to child rights, gender, inclusion, and cultural contexts. 
  • Openness - of information given, to the highest possible degree to all involved parties. 
  • Confidentiality and data protection - measures will be put in place to protect the identity of all participants and any other information that may put them or others at risk.
  •  Public access - to the results when there are no special considerations against this 
  • Broad participation - the relevant parties should be involved where possible. 
  • Reliability and independence - the study should be conducted so that findings and conclusions are correct and trustworthy. 

It is expected that: 

  • Data collection methods will be age and gender appropriate. 
  • Study activities will provide a safe, creative space where children feel that their thoughts and ideas are important.  
  • A risk evaluation will be conducted that includes any risks related to children, young people, or adults’ participation.  
  • A referral mechanism will be in place in case any child safeguarding or protection issues arise. 
  • Informed consent is used.

The consultant/consultants will be required to obtain approval from a Local Ethics Committee.  Save the Children will provide assistance with this process

4. Risks and mitigation measures

Risks and mitigation measures must be placed before gathering content and images of children and vulnerable adults. The risk and mitigation measures are to ensure that students and teachers are not at risk as a result of participation in this documentation. As part of risks and mitigation measures, the consultant is expected to conduct a risk assessment for students and teachers’ participation. If required, the consultant may request the risk assessment tool from the Refugee Education and Protection Program Coordinator. As part of mitigation measures, the consultant needs to obtain consent from all children and adults featured in the case studies videos.

  3. Draft review: three documentation videos
  4. Submission of 3 final documentation videos

7. Management of Consultancy:

The consultant will work in close consultation with Save the Children in ensuring that they meet the proper branding guidelines and policies of the organisation. The supplier will work closely with Save the Children Programme Advocacy, Communication, Campaign, and Media team and report directly to the Refugee Education and Protection Program Coordinator.

Save the Children must approve all outputs which will be developed by the supplier.

8. Competency and Skills Requirements:

  1. Demonstrate a work experience in conducting interviews with children, teachers, and family and video production, especially in a documentary style.
  2. Advanced knowledge and skills working with videography, editing software, and related equipment.
  3. Ability to understand local languages used in refugee camps or able to arrange translators
  4. Ability to work independently and meet tight deadlines
  5. Ability to travel to the project sites with coordination support from SC
