The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

IRC health program provides primary health care services, including reproductive health, child health, nutrition, and mental health, and supports environmental health services, including clean water, sanitation, and hygiene, in seven refugee camps in Thailand. To maintain low morbidity and mortality rates in the camps while increasing the capacity of the health workforce, IRC trains community health workers to ensure continuity of care from camp facilities into people’s homes and to support referral to secondary and specialized care at Thai hospitals. IRC also implements digital health profiles to provide refugees with comprehensive, accurate health records accessible through biometric identification inside and outside the camps.

Under direct supervision of Senior Health Manager, the Health Information System Officer is responsible for collecting and entering data in the Integrated Refugee Health Information System (IRHIS) and for the implementation of digital health profile. The Health Information System Officer will assist Senior Health Manager in addressing issues related to the IRHIS system in the camps and in building the capacity of refugee camp-based workers working on Health Information System.

Major Responsibilities:

  • Ensuring that data from the In-Patient, Out-Patient, Antenatal Care, and laboratory registers, and other health service provision databases on communicable and non-communicable disease are being collected, entered, compiled and processed in accordance with IRHIS guidelines and protocols in a timely manner.
  • Manage the databases, ensuring that they are regularly updated, cleaned, and confidentiality is protected where appropriate.
  • Provide day to day technical support to camp-based workers for troublesome issues on various health data collection and system functioning.
  • Review regularly for weekly and monthly data submitted by partner HIS staffs and provide the feedback to relevant partner HIS staffs and prepare the reports and submit it after the compilation to supervisor, IRC M&E team, MOPH, SMRU and CCSDPT, etc.,
  • Ensure that partner HIS staffs and health program staffs are given feedback during the coordination and combine meeting with partner.
  • Conduct weekly, monthly monitoring visits to camps, and provide on the job training and refresher training to camp-based staffs on IRHIS, digital health information systems and other reporting systems.
  • Keep track of some of the more essential data as the requirement of donors and IRC needs for planning, etc.,
  • Generate weekly reports in diseases under surveillance and distribute to relevant persons on time, so that appropriate actions can be taken regarding with the diseases outbreak and provide daily information during outbreak situations.
  • Coordinate with HIS coordinator of CCSDPT and IRC M&E team related with HIS activities.
  • In coordination with supervisor and IRC M&E team to monitor infectious diseases epidemiological situation at the camp level.
  • To monitor and supervise food allowance payment documents of patient houses from partner organization together with medical referral officer.
  • Support in implementation of Prothesis and Rehabilitation and Eye program.
  • Any other task assigned or requested by supervisor.

Key Working Relationships:

Position Reports to: Senior Health Manager Position directly supervises: None

Indirect Reporting: Health Coordinator and Senior Health Coordinator Other Internal and/or external contacts:

Internal: IRC program staffs, IRC MHS program support team, IRC M&E team.

External: Camp-based partner organization, HIS coordinator of CCSDPT, Thai Public Health authorities, non-governmental organizations, and United Nations agencies engaged with IRC programs.

Job Requirements:

Education:

  • At least bachelor’s degree in social science, Public Health, or a related field.

Work Experience:

  • At least 3 years of experience in relevant area
  • Experience in data collection and management
  • Experience in non-governmental organizations and migrant /refugee situation preferred.
  • Experience working in partnership with local and community-based organizations and partners in health service delivery and health information system.

Demonstrated Skills and Competencies:

  • Ability to work well in a team.
  • Ability to use a computer and Microsoft office especially Excel.
  • Good record keeping skill.
  • Excellent communication skills, verbal and written.
  • Excellent training and facilitation skills
  • Excellent time management skills
  • Critical thinking and analytical skills
  • Working in refugee camp setting or a developing country strongly preferred

Language Skills:

  • Fluency in Thai and English; and competency in Burmese and/or Karenni.

Certificates or Licenses: None

Working Environment:

The position is based in Mae Hong Son with frequent travel to Bai Mai Nai Soi and Ban Mae Surin temporary shelters in Mae Hong Son province.
