Position Title: Assistant Finance Officer (Open for Thai Nationals Only)
Location: Bangkok, Thailand
Reports to: Finance Officer
Starting date: Immediate
The Jesuit Refugee Service (JRS) is an International Catholic agency with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. It offers direct assistance to camp and urban refugees, asylum seekers, internally displaced persons and conflict-affected communities. Overall Position Purpose:
The Assistant Finance Officer assists the Finance Supervisor in the overall financial management of JRS Asia Pacific Office while providing support and assistance to JRS Countries in the region as needed.
KEY RESPONSIBILITIES:
Administration
- Assist to establish and maintain an effective, efficient, and transparent financial management of JRS Asia Pacific, including maintaining a computerized finance system (MS-Access and ACCPAC and Navision).
- Assist to maintain a register of all assets in accordance with JRS policies.
- Join regular meetings with the RO team, country and project finance team to discuss relevant issues, prepare proposals, etc.
- Work with the Programme Manager and Human Resource Officer to ensure quality management of the JRS RO and their resources.
- Learn about refugees, asylum seekers and displaced people to better understand their plight and the vision and mission of JRS.
- Assist in the preparation of monthly payroll, insurance payments, and tax payments.
- Handle and process petty cash for the office.
- Perform other tasks as required by Finance Officer.
Finance
- Process and make payments as provided in the approved budget after ensuring that proper authorization is obtained for all disbursements.
- Record all accounting transactions including codes of payment vouchers before disbursement and ensure proper filing system with supporting documentation for all transactions.
- Review and reconcile monthly bank statements with office records and advise the Finance Officer of any irregularities.
- Liaise with the bank regularly and when necessary.
- Assist in the preparation of monthly financial report (e.g. income vs expenditure) ,six months and annual financial report as required by JRS Reporting guidelines.
- Assist in monitoring/review of Projects’ expenditure and financial control (cash flow, bank and cash reconciliations, documentation, and data integrity) in compliance with JRS policies and procedures.
- Perform other tasks as required by Reginal Finance Officer.
Qualifications and Experience:
- University or bachelor’s degree in accounting, Finance, Business Administration or equivalent
- Minimum 2 years of relevant experience in the area of finance and accounting is required.
- Intermediate/Advanced computer proficiency—Thai & English (Microsoft, Word, Excel, etc.), emails, and the use of accounting software (NAVISION, QUICKBOOK)
- Good written and spoken English. Ability to understand and write English-language reports and documents. Demonstrated ability and experience of working in a multi-cultural work environment. Willingness to work and travel overseas on JRS work-related visits in difficult areas and live a simple lifestyle.

Conditions:
- One-year contract(renewable) with an initial three-month probation period.
