Malteser International is a German non-governmental organization providing humanitarian assistance and development aid for people in need in over 20 countries. Malteser International is currently working with temporary refugee shelters and surrounding villages in Sob-Moei district, Mae Hong Son province in Thailand. Our office located in Mae Sariang is looking for an efficient, motivated and experienced Thai national for the position as Emergency Response and Liaison Officer
Duty Station: Mae Sariang town, Mae Hong Son province
Work locations: Field locations in Mae Sariang and Sob-Moei Districts
Duration: 31 July 2025 (with possible extension)
Salary range: 30,000 THB + benefits
Main Responsibilities and Duties
- Lead the team in assisting Local Partners to plan and conduct rapid need assessment in response to emergency situations in target locations.
- In close coordination with the Project Coordinator, assess and advise the project on support for emergency request from the Local Partners.
- Plan and coordinate necessary training and other related to emergency response for project partners with support of the project team.
- Collect emergency-related information and update to Project Coordinator on regular basis to facilitate timely initiation of emergency response.
- Work with Local Partners to consider Safety and Security measures and operating procedures related to emergency responses in the field.
- Ensure activities are implemented effectively and in line with frameworks in association with partners and teams.
- Act as a focal person to coordinate the referral case between MI and partner organization.
- Update project partners on project criteria for patient referral.
- Work closely with the logistic team on materials requests, distribution plans, stock control, and procurement with the logistic team.
- Able to work under pressure and implement the work in a short time frame.
- Able to analyze and response in emergency situations and ability to share information effectively.
Essential Qualifications/Skills:
- University degree in Public Health, other health-related degree, Social Science. Equivalent relevant alternation education will be considered.
- 3-5 years of working experience in humanitarian work and emergency response.
- Experience working in the field of Emergency Support on IDP/Influx, health or Water, Sanitation, and Hygiene (WASH) field in rural area.
- Familiarity with safety and security awareness and precautions for responders in the field.
- Familiarity with the Thai health system and hospital referral and direct experience with patient referrals are considered an advantage.
- Experience working with CBOs, INGOs, and NGOs
- Experience with stock management and logistic is considered an advantage.
- Good interpersonal, organizational, and communication skill
- Very good knowledge and understanding of the situation along the Thai-Myanmar border.
- Fluency in Thai, Karen, and other local language is considered as an advantage (speaking, reading, and writing)
- Computer literate especially in Microsoft applications (Word, Excel, and PowerPoint)
