Program Officer (Compliance)

Role Purpose:

The Program officer (Compliance) is primarily responsible for supporting compliance manager, and ensuring that all processes and operations of the organization and programs comply within laws, regulatory requirements, policies and standard procedures. The staff in this position shall actively monitors and drives compliance management, as well as address important issues and material violations.

 

Key Accountabilities:

  1. Assist Compliance Manager to develop compliance strategies and tools to ensure that all programs maintain an effective compliance and ethics, to prevent and detect violations of law and other misconduct, and to promote ethical practices and a commitment to compliance with the law as well as with internal and external policies.
  2. Assist in developing long-term strategy and strategic direction of the organization and Program Quality Department (PQD). 
  3. Support developing the annual compliance work plan that reflects the program's unique characteristics, and proposal development as needed.
  4. Work with the PQD and Program team to understanding of strategic and operational compliance measures relevant to Raks Thai vision and mission.
  5. Provide a productive and professional guidance, advice, and/or training and educational programs, to improve program' understanding of related laws and regulatory requirements for all PQD and relevant staff, as well as update for any changes.
  6. Coordinate with other departments and stakeholders related to the program and proposal development purposes, especially program and finance teams, to analyse program implementation result with budget spending to determine program budget efficiency,
  7. Conduct regular assessments to determine whether policies, regulations and procedures are compliant with Thai law and other specified by donors, monitor compliance system to ensure the program effectiveness, and conduct periodic internal reviews to ensure that compliance procedures are followed. 
  8. Manage information flow by finding, collecting and analyzing data and information by organizing assessment, and ensuring that processes and operations of the PQD and related programs runs smoothly.
  9. Define the necessary level of knowledge on existing and emerging regulatory compliance requirements across the programs under the PQD.
  10. Acts as a contact person between compliance team and other teams. 
  11. Independently investigating and acting on matters related to compliance.
  12. Preparing and presenting clear and concise compliance reports to the PQD team and related stakeholders.
  13. Any other duties as assigned by Compliance Manager.

 

Person Specifications:

  1. Excellent in presentation and communication skills.
  2. Demonstrate ability to facilitate and encourage learning.
  3. Able to work in diverse team without clear line of authority environment.
  4. Cross cultural sensitivity, flexible views, emotional maturity.
  5. Approachable, effective organization skills and strong interpersonal skills.
  6. Verbal & written English and Thai.
  7. Good general health.

 

Education and Experiences:

  1. Master’s degree in international development, social sciences, business administration, policy and law or a related field is preferred.
  2. Minimum 1 years experiences in any compliance works.
