Job Title: External Engagement Lead - Southeast Asia GBV Prevention Platform Secretariat  
Sector: Gender-Based Violence Prevention

Position Location (e.g. city, country, remote): Southeast Asia (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Timor Leste, Thailand, or Vietnam) 
 
 
SUMMARY OF THE PROJECT 
The Southeast Asia Gender-Based Violence (GBV) Prevention Platform is a pivotal initiative supported by a AUD20 million investment from the Australian Government over five years (2024 to 2029). The Platform aims to enhance GBV prevention efforts across Southeast Asia by fostering collaboration among governments, civil society organisations, international bodies, and other stakeholders. We are guided by the principles of being locally driven, evidence-based, inclusive and diverse, survivor-centred and trauma informed, adaptable, collaborative, minimising harm, accessible and innovative. We seek to build capacity, amplify evidence, and innovate in the prevention of GBV.  
 
 
SUMMARY OF THE POSITION 
We are seeking a dynamic and strategic External Engagement Team Lead to spearhead stakeholder engagement efforts for the Platform. This role involves working closely with the Platform Regional Director and supporting the strategic direction of the Platform through effective external communications and stakeholder collaboration. You will drive engagement with regional and global GBV prevention organisations, practitioners, and evaluators to maximise Platform impact and outcomes. 
 
 
KEY RESPONSIBILITIES  
As the External Engagement Team Lead you will: 

  • Provide oversight of and lead the External Engagement workstream and ensure alignment with program principles and objectives, including chairing meetings, setting work plans, and ensuring timely and budget-compliant delivery. 
  • Develop and execute the Platform’s communications and external engagement strategy. 
  • Contribute to the Platform’s knowledge dissemination plan and strategic communications products. 
  • Create a comprehensive stakeholder engagement strategy and map key regional and global actors. 
  • Collaborate with Platform team members to ensure coordination and collaboration across workstreams, including the Facilitate Lead and Advocate Lead to develop effective advocacy and engagement strategies. 
  • Strengthen relationships with DFAT, UN stakeholders, and senior government counterparts. 
  • Explore funding opportunities and strategies to address regional GBV prevention gaps. 
  • Integrate cross-cutting issues including disability inclusion, gender equality and climate change across workstream activities and initiatives. 
  • Lead the creation of communication products related to the External Engagement workstream, including case studies and stories of change. 
  • Participate in annual work planning and contribute to progress reporting. 
  • Provide updates and reports to the Steering Committee and Platform Regional Director. 
  • Oversee and lead the recruitment, management and mentorship of External Engagement Project Officers and other staff, including ensuring effective task delegation and a supportive and inclusive work environment. 
  • Address risk management and ensure the ethical delivery of Platform activities in accordance with DFAT policies, safeguards and frameworks. 

 
 
JOB REQUIREMENTS 
Education: 

  • Bachelor’s degree in strategic communications, political science, social science, international development, business administration, or a related field. A post-graduate degree in a related field is desirable but not essential. 

Minimum Experience: 

  • Our ideal candidate will have the following: 
  • Strong dedication to preventing gender-based violence (GBV) and understanding of women’s movements and the importance of their role in GBV prevention in Southeast Asia. 
  • Demonstrated commitment to adhere to safeguarding policies, child protection, and the protection of vulnerable groups. 
  • Bachelor’s degree in strategic communications, political science, social science, international development, business administration, or a related field. A post-graduate degree in a related field is desirable but not essential. 
  • Experience in managing and implementing strategic communications for an international development program or organisation in Southeast Asia. 
  • Demonstrated expertise in stakeholder engagement, including working with country governments, women’s rights organisations (WROs), civil society organisations (CSOs), organisations of persons with disabilities (OPDs), GBV practitioners, and donors. 
  • Proven experience in facilitating coalitions and stakeholder dialogues to support the development or implementation of social policies, particularly ending GBV-related policies. 
  • Established networks and relationships with relevant CSO/WRO networks in Southeast Asia. 
  • Experience implementing a risk-based approach to program or organisational management, including risk assessments and mitigation strategies. 

Essential Skills: 

  • High-level policy, analytical, and political economy analysis skills. 
  • Proven ability to manage multiple partnerships and maintain strong stakeholder relationships with a range of diverse stakeholders. 
  • Experience and ability to manage multi-cultural and diverse teams with a focus on inclusive and supportive work environments and coordinating work across different individuals and workstreams efficiently. 
  • Excellent interpersonal and communication skills, with the ability to convey concepts clearly and concisely. 

 
Language Proficiency: 

  • Proficiency in English and at least one Southeast Asian language, both written and oral.
