Job Title: Regional Director - Southeast Asia GBV Prevention Platform Secretariat  
Sector: Gender-Based Violence Prevention  
Duration/Level of Effort: Full-time 
Position Location: Southeast Asia (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Timor Leste, Thailand, or Vietnam) 
 
 
SUMMARY OF THE PROJECT 
The Southeast Asia Gender-Based Violence (GBV) Prevention Platform is a pivotal initiative supported by a AUD20 million investment from the Australian Government over five years (2024 to 2029). The Platform aims to enhance GBV prevention efforts across Southeast Asia by fostering collaboration among governments, civil society organisations, international bodies, and other stakeholders. We are guided by the principles of being locally driven, evidence-based, inclusive and diverse, survivor-centred and trauma informed, adaptable, collaborative, minimising harm, accessible and innovative. We seek to build capacity, amplify evidence, and innovate in the prevention of GBV.  
 
 
SUMMARY OF THE POSITION 
We are seeking a dynamic and experienced Regional Director to lead the establishment and operational success of the Southeast Asia GBV Prevention Platform. The Regional Director will lead the Platform Secretariat, playing a pivotal role in setting strategic direction, overseeing Platform coordination, managing partnerships, and ensuring the effective implementation of GBV prevention initiatives. 
 
 
KEY RESPONSIBILITIES  
As the Regional Director you will:  

  • Provide strategic oversight and ensure alignment with program principles and objectives, including across program activities, financial management, grants management and administrative functions.  
  • Supervise program implementation, including monitoring, budgeting, and reporting, including ensuring timely and high-quality submission of program deliverables. 
  • Maintain compliance with DFAT performance standards, policy requirements, safeguards policies and high standards of governance. 
  • Represent the Platform in high-level meetings, forums, and events. 
  • Engage with Southeast Asian governments, ASEAN, and women’s rights organisations and civil society to ensure effective collaboration and alignment with regional priorities. 
  • Collaborate and share learning with the UN Joint Programme (UN Women and UNFPA) to build regional evidence on what works to prevent violence. 
  • Facilitate connections and partnerships with grant-making facilities, regional and global GBV prevention organisations, and practitioners. 
  • Lead planning and reporting processes, including development of work plans and performance reports. 
  • Respond to information requests from DFAT, Steering Committee, and other stakeholders. 
  • Lead the Secretariat team, recruit, manage and mentor staff, ensure effective coordination among Platform Team Leads, and foster a collaborative and inclusive team environment. 
  • Develop and implement a Human Resources plan aligned with Platform objectives and principles. 
  • Implement and manage risk mitigation strategies, including monitoring and reporting on Platform risks, implementing mitigation measures as needed. 

 
 
JOB REQUIREMENTS 
Education: 

  • Bachelor’s degree in social science, education, international development, business administration, or a related field. A post-graduate degree in a related field is desirable but not essential. 

Minimum Experience: 
Our ideal candidate will have the following: 

  • Excellent organisational management, planning and leadership skills. 
  • Demonstrated experience building, managing and leading diverse teams of people, and fostering a safe and inclusive working environment. 
  • Ability to work effectively with senior government, regional and multilateral organisation representatives. 
  • Ability to build and maintain strong and effective relationships with Australian Embassies in Southeast Asia. 
  • Ability to establish high level networks among regional stakeholders and experience convening coalitions for GBV response or prevention, including with CSOs, WROs, OPDs, regional bodies, governments, international organisations and practitioners. 
  • Excellent interpersonal and communication skills, with the ability to clearly convey concepts, build and maintain networks with a wide range of networks. 
  • Demonstrated understanding of how to address gender-based violence (GBV) and work with women’s rights movements in Southeast Asia. 
  • Demonstrated commitment to adhering to safeguarding policies, child protection, and protection of vulnerable groups. 
  • Proven experience leading social policy or programs in / relevant to Southeast Asia  
  • Demonstrated understanding of   gender equality and social inclusion, especially GBV prevention, and experience in related program areas such as capacity strengthening, policy advocacy, and coordination. 
  • Experience with risk management and implementing risk mitigation strategies. 

Essential Skills: 

  • High-level policy, analytical, and political economy analysis skills. 
  • Proven ability to manage partnerships, maintain stakeholder relationships, and work collaboratively with diverse teams. 
  • Experience and ability to lead and manage multi-cultural and diverse teams with a focus on inclusive leadership principles, and to coordinate across various workstreams to work as one team. 

These skills collectively ensure effective leadership, collaboration, and expertise in addressing GBV and related issues in the Southeast Asian context. 
 
Language Proficiency: 

  • Proficiency in English and at least one Southeast Asian language, both written and oral.
