Background of the project
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces
Scope of work:
The role of Health Program Assistant encompasses managing daily patient house operations, assisting with health data management and financial clearances, supporting the Health Program Officer in ensuring travel documentation, monitoring staff, and performing additional tasks as required.
Responsibilities:
- Patient House related responsibilities
- To prepare monthly order/report of food consumption for TBC depending on total number of the patients and care takers.
- Inform all patients and relatives about patient house rules and regulations.
- Notify Health Program Officer in case of need of maintenance in the patient house or material supply
- Assist Health Program Officer for cleaning and safe environment in patient house.
- Health data management
- Assist Senior Health Managers to follow up the investigation result, medical document for patients that need special care such as MAF, refer to partner org, etc.
- Financial clearance support
- Assist Health Program Officer in preparation of the Item Forecast and advance payment request, clearance for the health program supplies.
- Logistics support
- Assist the Health Program Officer in preparing and ensuring the travel documents/ camp pass for patients,CBAs and supplies (such as oxygen and gas).
- Check conformity of the received goods with the PO and PL from suppliers and other organizations and ensure completion of documents according to the IRC Standard Operating Procedure and the donors’ guidelines.
- Maintain stock accuracy and timely records (stock card, bin card, inventory reports and related documents) on documentation at the sites for Umphang Office.
- Perform visual inspection of goods and raise for the claim process when necessary. Receive goods at the Umphang Office and ensure the completion of all waybill documentation.
- Ensure the transportation of laboratory items and cold chain is organized in appropriate manner
- Monitoring
- Assist the Health Program Officer in the monitoring of cleaner, cook, and security in the patient's house.
- Others- Tasks as requested by supervisor.
Deliverables:
- Monthly Reports: Submit monthly food consumption reports for the patient house (PH), detailing the total number of patients and caregivers, and provide TBC with the required information.
- Compliance and Maintenance: Ensure all patients and their families are informed about the patient house's rules and regulations.
- Notify the Health Program Officer of any required maintenance or supply needs in the PH. Financial Documentation: Provide accurate and timely Item Forecasts, advance payment requests, and financial clearance documents for health program supplies.
- Logistics Management: Ensure proper stock records (including stock cards, bin cards, and inventory reports) are maintained for Umphang Office.
- Timely and accurate preparation of travel documents and materials for patients, CBAs, and health program supplies.
- Staff monitoring report: Monthly performance reports for the cleaners, cooks, and security staff at the patient's house.
- Other Duties: Any additional tasks or reports requested by the supervisor to be completed in a timely manner.
Payment Rate and Schedule:
- Payment shall be made by the IRC each month upon IRC’s receipt and acceptance of Provider’s Timesheet and will be paid by bank transfer.
- IRC may withhold for taxes 3% as required by law and shall provide withholding certificates to the contractor, accordingly.
Requirements:
- Education: At least High school Diploma / University Diploma (bachelor’s degree is an advantage)
- Work Experience: At least one year of working experience in office setting, data entry and verification of finance bills.
- Understanding of camp context and health program in camp setting is preferred.
- Ability to work well in a team.
- Professional character.
- Excellent communication skills, verbal and written.
- Excellent time management skills, patient diplomacy.
- Communicate clearly with supervisor.
- Demonstrate training and facilitation skills.
- Language Skills: Fluency in Thai and Karen (Knowledge of English or Burmese is an advantage)
