Project Coordinator TdHNL/Cross Country Coordinator

Terre des Hommes Netherlands is seeking a Project Coordinator / Cross Country Coordinator (consultant) who is experienced in Multi-Stakeholder and multicultural Coordination, Programme management, and Planning & Organising.

 

Background Information

Terre des Hommes Netherlands (TdH NL) is an international non-governmental organisation committed to stopping child exploitation. Our mission is to protect children by preventing and stopping child exploitation, and by empowering children to make their voices count. Our vision is that children can flourish in a world free of all forms of exploitation.

In executing our mission we seek to address the root causes of exploitation by creating scalable, evidence-based solutions and influencing systemic change.
 

Purpose of the role

The Project Coordinator / Cross Country Coordinator is responsible to manage the local TdH NL implementing partners in Thailand and coordinate / facilitate the local DtZ Alliance members / partners in Thailand and Laos.  The purpose of the project coordinator’s role is that the progress of the TdH Nl partners is followed, support provided when needed, for example in relation to processes for MEAL, report writing, learning, capacity building, etc. The purpose of the cross country coordinator is to facilitate the cross country alliance, sharing key information, setting up meetings for the country alliance team, facilitating decision making, monitoring the shared country budget in line with the concept of shifting the power. 

The project coordinator role provides coordination and collaboration with the TdH local implementing partners so they are informed and facilitated to implement the programme in line with programme proposal and budget. The project coordinator will work with the project officers of the local implementing partners, key actors in-country including Alliance members and other stakeholders, the TdH NL senior programme manager, MEAL Coordinator, Finance Coordinator and Comms advisor. 

The role of Cross Country Coordinator provides neutral collaboration, coordination and facilitation and sharing of key information and joint decision making of the country Alliance members in Thailand and Laos. The Cross Country Coordinator works closely with country team and country Alliance members, the Alliance Coordinator, other Cross Country Coordinators, and key actors in country as well as Global Steering Committee members. 

As part of the ‘Shifting the Power’ paradigm the Alliance is implementing a new governance structure including Country / Cross Country Coordinators positioned in the implementing countries, Country Steering Committees deciding on the usage of the shared country budget, and Youth and Child Advisory Groups.

The coordinator may from time to time provide some adhoc support to TDH NL newly office established office in Bangkok in close coordination with Regional Director of Asia.

 

Position in the ALLIANCE

The Project Coordinator supports the local TdH implementing partners and works with others within TdH NL and is based in the Thailand TdH NL country office. 

The Project Coordinator is part of the Down to Zero / SUFASEC programme and in this role the TdH NL project coordinator reports to the Senior Programme Manager Down to Zero Alliance. 

The TdH NL Project Coordinator / Cross Country Coordinator is hosted and contracted by TdH NL on a consultancy basis for 40 hours per week. 

In the role of Cross Country Coordinator the person reports to the Cross Country Steering Committee on programme coordination and contractual/administrative matters.. The Cross Country Coordinator also reports to the Global Steering Committee on compliance, including reporting. The Cross Country Coordinator  works with the Alliance members in Laos and Thailand and the Alliance Coordinator based in the Netherlands, the Cross Country Coordinator has a neutral position and serves the country Alliance in Thailand and Laos. 

The SUFASEC programme is implemented in twelve countries, TdH NL is operating in Thailand, Philippines, Bangladesh, Nepal and India with local implementing partners. In addition, the SUFASEC programme has a Lobby and Advocacy component, operating at the regional, international and EU levels with linkages to lobby and advocacy taking place in the countries. TdH NL is in the lead for the EU lobby and advocacy. 

The Down to Zero (DtZ) Alliance consists of 6 members, Terre des Hommes Netherlands is the lead organisation, other members are Plan International Nederland, Defence for Children - ECPAT, Free a Girl, Child Rights Coalition Asia (CRC Asia) and Conexión. Together they aim to prevent and stop sexual exploitation of children in twelve countries in Asia and Latin America, by implementing the Down to Zero - Stepping Up the Fight Against Sexual Exploitation of Children (SUFASEC) programme (March 2023 - end of February 2026), funded by the Dutch Ministry of Foreign Affairs (MFA). The SUFASEC programme has three main objectives; children, youth and their communities challenge social norms and harmful practices related to SEC, children and others work with duty bearers, such as governments and other authorities to hold them accountable to their obligations towards improved implementation of laws, policies and systems and children and youth have access to and are supported by strengthened assets and protective environments.

 

Position in TdH NL

The TdH NL project coordinator is part of the DtZ SUFASEC programme and through the Senior Programme Manager connected to the TdH NL Thematic Programme on SEC ensuring quality coordination and collaboration to implement the SUFASEC programme in Thailand. 

The TdH NL project coordinator works with other TdH NL teams such MEAL, finance and communications when needed eg. to seek advice and collaborate. 

The project coordinator and also in the role of Cross Country Coordinator local travel will take place to visit (cross) country Alliance members and local partners to discuss progress, attend workshops, meetings, etc. Local travel budget is available. 

Under the TdH Nl Global Strategy Listen Up (2023 - 2030), TdH NL has the ambition that “by 2030, Terre des Hommes Netherlands is a catalyst for systemic change to stop child exploitation, by empowering children and their communities, connecting them with those who have power to enact change, and utilizing knowledge and expertise to co-create sustainable, evidence-based solutions.

TdH Netherlands is led by a two headed Executive Team: the Chief Executive Officer and the Managing Director. The Thailand staff fall under the responsibility of the TdH NL Asia Regional Director. The SEC team falls under the responsibility of the Head of SEC Programme and and the Down to Zero SUFASEC programme falls under the responsibility of the Managing Director.

Result areas and core activities Project Coordinator / Cross Country Coordinator

  1. Support the TdH NL local implementing partners to reach programme objectives and in-country Alliance members to be coordinated, informed and able to take joint decisions.

Aim: ​The local partners are supported and facilitated so that the programme is implemented according to plan and budget and in line with the commitments to the donor; 

The Cross Country ​Alliance members are inspired, involved, informed, and well-functioning. Tasks include to:

  • Collaborate constructively with local TdH NL implementing partners in Thailand ensuring smooth coordination, collaboration and implementation of the programme by discussing progress with local implementing partners. 
  • Maintain contacts with the Cross Country Alliance members and other stakeholders; 
  • Collaborate constructively and as a neutral person in the role of Cross Country Coordinator to ensure smooth collaboration between cross country alliance members, enabling them to meet, be informed and able to take joint decisions.  
  • Plan and participate in the meetings with local TdH implementing partners to discuss planning and progress. 
  • Plan and participate in (Cross) Country Steering Committee meetings facilitating joint decision making. Take  minutes of the meetings to ensure everyone is well informed;
  • Work with TdH NL MEAL coordinator to ensure alignment on the country Results Framework and participate / facilitate outcome harvesting meetings.
  • Work with TdH NL finance team, keeping track of country budget and monitor the shared country budget, enabling the country steering committee to take decisions on the shared country budget. 
  • Share key information coming from Desk / GSC / MEAL coordinator to have local partners and cross country Alliance members well informed. 
  • As Cross Country Coordinator, write up country annual reports and annual plans.
  • As Project Coordinator to report on quarterly basis within TdH NL on progress of the implementation. 
  • As Cross Country Coordinator attend bi-monthly Lobby and Advocacy meetings for the Asia region. 
  • Facilitate learning and capacity building in Thailand and Laos. 
  • Have regular meetings with the Senior Programme Manager discuss progress, signal any issues and opportunities and discuss constructive ways forward. 
  • Attend (regional) meetings including kick-offs, content discussions, PME sessions, etc.
  1. Ensure quality processes and links with Country / Cross Country Coordinators: 

Aim: disseminate guidance and information from the GSC/Desk, promote knowledge-exchange and learning at the Cross Country level, with the aim to implement the new governance structure and enhance the impact of the programme. Tasks include to:

  • Ensure flow of information between Desk/ Global Steering Committee, MEAL coordinator and local implementing partners and Cross Country Alliance members and vice-versa, 
  • Prepare and attend quarterly GSC-Country Coordinator Meetings to effectively exchange and align between the GSC and other countries;
  • Facilitate exchange of knowledge and best practices in Laos/Thailand.
  • Attend (bi-)annual Country Coordination Meetings between the Country Coordinators and Alliance Members
  • Proactively identify obstacles and opportunities and suggest solutions and constructive ways forward. 

 

  1. Ensure effective communication and workflows:

Aim: Work processes ​such as the PME cycle are implemented at the country level according to the expectations of the donor and the Alliance. Tasks include to:

  • Follow up on information received from PME Working Group to ensure Alliance members and implementing partners are well-informed about the PME processes, and identify support needed.
  • Share requests, materials and tools from the Communications and MEAL Working Groups with the Cross Country Alliance members so all are well informed and able to meet deadlines. 
  • Attend meetings and (training) sessions, or workshops for Country Coordinators / partners to learn about templates, tools, capacity strengthening, and initiatives developed by the Communications and MEAL Working Groups. 
  • Share planning, frameworks and formats for programming and narrative reporting with Alliance members;
  • Coordinate country processes and consolidate annual plans and narrative progress reports to be submitted to MoFA;

 

Knowledge and experience

Key Competencies: 

  • Multi-Stakeholder and multicultural Coordination: Able to collaborate and communicate in a Cross Country Alliance / Partnership setting with culturally diverse stakeholders demonstrating culturally sensitive behaviour with a diverse range of people;
  • Programme management: Familiar with all aspects of programme management, design, planning, implementation, MEAL, finance, learning, etc.
  • Planning & Organising: Has an overview of the country programme, able to provide planning and coordination to align activities and support. 
  • A highly organised and efficient individual, demonstrated ability to to handle multiple tasks, keen eye for priorities and deadlines and able to communicate these clearly. 
  • Inspires and encourages others across countries to plan and implement the programme to meet set objectives;
  • Performance / results orientation: Able to work independently and at own initiative to make a contribution to achieving the shared objectives as well as able to work collaboratively with the local implementing partners, alliance members, Global Steering Committee and working group members and other stakeholders;
  • Problem-solving ability: Can identify and articulate the core of the problem, actively proposes constructive solutions. 
  • Thematic areas: Familiar with key concepts such as sexual exploitation of children, gender, diversity and inclusiveness, rethinking/reorienting power, social norm change, safeguarding, theory of change, PME methodologies etc.
  • Committed to TdH’s core values and principles including placing children at the centre.

 

The ideal candidate / about you: 

An academic education at Master level in a relevant field (for example in child rights or social science), demonstrating high level applied or academic thought, working ability and analytical skills;

Minimum of 3 years of demonstrable experience in working in an multi-stakeholder and multi-cultural environment, in coordinating different organizations funded by a major donor.

Knowledge of and demonstrable experience with multi year project management cycles in an (I)NGO​;

Knowledge of and insight in thematic areas / key concepts relevant to the SUFASEC programme, such as ​Child Rights, SEC, Sexual and Reproductive Health and Rights (SRHR);

Experience in PME, including working with Theory of Change, results frameworks, outcome harvesting, learning methodologies;

Energetic, entrepreneurial, result driven and able to inspire and mobilize others, has a can do mentality and a positive attitude. Able to receive and provide feedback;

Able to maintain overview, ability to work under pressure to meet deadlines, has good planning and organising skills and a keen eye for priority setting;

​Excellent speaking and writing ​skills ​in English to communicate within the country Alliance, write reports, etc. Knowledge of Thai is a strong advantage.
