Background information/context

Thailand is vulnerable to the effects of climate change, and gender and social inequalities are determinants of exposure to climate change risks; in particular, women and girls at the intersection of multiple forms of oppression bear the brunt of climate change. Gender and social barriers prevent women from taking on leadership roles in Science, Technology, Engineering, and Mathematics (STEM) and further prevent their contributions from being fully recognized. In Thailand, there are few women-led CSOs working on climate change, and even fewer promote women in STEM. Networks of women-led STEM-based CSOs working on climate change are yet underdeveloped. This project will address these issues through comprehensive interventions to create and enhance peer networks among pioneering women-led CSOs, tailoring opportunities and support for women climate innovators and leaders to develop their capacity, highlight their contributions and leadership, and advocate for better social and policy environments for women in STEM.

Save the Children’s WoW CCs (Women Overcoming the World’s Climate Crisis with STEM) project aims to strengthen women’s participation and leadership in climate adaptation, mitigation, and resilience efforts through Science-Technology-Engineering and Mathematics (STEM) based solutions in Thailand. The project aims to achieve the following goal: women-led and gender-responsive networks and coalitions are supported to implement and scale-up community-led, STEM-informed solutions that mitigate or promote adaptation to the negative effects of climate change. 

Project Objectives:

  • Objective 1 Build and strengthen cross-sectoral networks: Develop and strengthen networks of women-led CSOs and MSMEs working on STEM-based climate change solutions in Thailand.
  • Objective 2 Support innovative climate change adaptation or mitigation solutions: Women-led CSOs increase their development and implementation of innovative, gender-responsive and locally designed climate change resilience, mitigation and adaptation solutions.
  • Objective 3 Support women climate innovators to achieve increased capacity, investments and an enabling policy environment for leading innovations in developing blue and green economies. 

 

Location and official travel involved

The Supplier will not required to travel to the target areas, in case of need, SCT will arrange the project budget for the travel. Any required travel will need pre-approval by SCI in accordance with SCI’s Travel Policy and applicable SC Thailand Expense Policy. SCT will identify the key stakeholders to be engaged as part of the project.

Services the Supplier will provide

The Supplier will be required to propose a methodology that responds to the assessment’s objective and scope. The following is the outline of a suggested process; however, it is expected that this will be further refined by the Supplier during the inception phase. The baseline assessment shall be undertaken based on the SC Thailand’s requirements and must be in line with Save the Children’s ethical guidelines.

  • Literature review of relevant documentation
  • Data entry and analysis of completed baseline survey tools with gender disaggregated data
  • Discussion on preliminary findings of baseline
  • Draft Report and Final Report – conclusions outlining implications of the findings
  • Preparation of a summary PowerPoint presentation which the assessor will use to present key findings to partners and relevant stakeholders

 

Experience and skill set required

Interested Supplier will be required to submit an Expression of Interest in line with the provided template, which should demonstrate adherence to the following skills, expertise and experience in:

  • Designing and conducting high quality project baseline assessment
  • Proven ability and track record conducting ethical and inclusive research with vulnerable populations while ensuring rigorous ethics, integrity, and safeguarding especially in the conflict setting
  • Thai Supplier who has experience working in Thailand
  • Ability to work independently and meet tight deadlines
  • Language proficiencies required include English and Thai

Status updates/reporting

The Supplier shall provide the below status updates for the duration of the services:

  • Bi-weekly progress update with project team
  • Any emerging program issues or risks or changes that have had to be made to the assessment design

Payment information 

  • 20% of the total cost payable within 45 days of satisfactory completion of deliverable 1
  • 40% of the total cost payable within 45 days of satisfactory completion of deliverable 2
  • 40% of the total cost payable within 45 days of satisfactory completion of deliverable 3

The Fees are inclusive of all costs, overheads and expenses, including travel, communication and accommodation.

How to apply for the services

Applications for the consultancy should include:

  • Expression of interest: stating candidate skill and experience suitable for the assessment (max 1 page)
  • Technical and financial proposal: Outline of baseline framework and methods, proposed timeframe, work plan and budget (max 4 pages; applications over limit will be automatically excluded).
  • CV of proposed individual/s and at one piece of evidence of similar baseline carried out previously
